Bechtel Jacobs Company LLC (Contractor) intends to issue a Request for Proposal (RFP) to provide statistical services in support of its Environmental Management and Integration Contract No. DE-AC05-98OR22700 with the U.S. Department of Energy (DOE) utilizing primarily incumbent Contractor employees. The successful Offeror will be expected to utilize incumbent Contractor employees to the maximum extent practicable. Currently there are five statisticians and one data-entry person available to transition from the Contractor to the successful Offeror's workforce. Background Information Statistical Services is a support function that assists Contractor projects and functions through design of statistical sampling plans to characterize waste streams and cleanup sites, design of experiments to determine the most effective remediation or waste management process, statistical analysis of data to provide clearer direction for decisions, development of statistical models for process optimization and prediction, application of statistical quality control methods to more effectively control processes, development of statistically valid and reliable surveys to gather pertinent data related to project and functional work, and many other statistical-related tasks. The proper use of statistical methods for data generation and data analysis results in technically and legally defensible characterizations of waste streams and cleanup sites. Statistical methods can be used to effectively and efficiently control and quantify decision risk levels. The expected subcontract period of performance covers a five-year period, consisting of a three-year base award with a single two-year option. The Contractor assumes no obligation to any specific annual level for funding or performance. Scope of Work Overview This business opportunity is for a full-service statistical support function of advanced degreed statisticians and data-entry personnel to conduct various statistical activities for the Contractor's projects and functions. The Offeror may provide statistical support services on a fixed-price work-order release basis for all of the Contractor's projects and functions and to other subcontractors of the Contractor. Statistical support service work currently being performed by the Contractor will be transferred to the Offeror and will be detailed in the RFP. IMPORTANT NOTE: Vendors MUST be Pre-Qualified.
