Contracting Officer: Leonel T. Pizarro The United States Agency for
International Development (USAID) Mission to El Salvador is seeking
proposals from qualified US organizations interested in providing
technical assistance for the implementation of the Rural Organizations
and Environmental Conservation (ROCA) Activity. The estimate for
performance of the work required falls within a range from $4,000,000
to $6,000,000. ROCA is a five-year effort (3 base and 2 optional years)
effort aimed to increase the availability of environmentally sound
agricultural technologies and marketing services to primary-level
organizations and low-income small producers, through sustainable
secondary level organizations. Definition of primary and secondary
level organizations: Primary-level organizations are those composed of
individuals. These organizations are generally producers of goods,
i.e. cooperatives, rural communities, producer groups, artisan groups.
Secondary level organizations are those composed of and/or working
with a number of diverse groups asopposed to individuals. These
organizations normally provide services (technical assistance,
training, credit, marketing, processing, etc) to their client
members/clients. Secondary level organizations are the target of
assistance of ROCA. Subcontracting with Gray Amendment entities is
encouraged to the maximum extend practicable. To help identify
potential subcontractors, a list of all organizations requesting a copy
of the solicitation document will be sent with each solicitation
document. Organizations are encouraged to indicate whether they are
Gray Amendment entities when requesting the solicitation and may
indicate that they do not wish to be included on the list, USAID does
not endorse the listed organizations of being capable of carrying out
the activity, nor does USAID verify the claimed status of the
organizations. Necessarily, the list will contain the names of only
those known prior to issuance of the solicitation document. RFP El Sal
98-018 will be available on or after September 23, 1998. Interested
organizations may received a copy by written request only; i.e., fax
(503)298-2155 or letter to the Contracting Officer, USAID/ES/OCG,
AMEMBASSY-USAID, Unit 3110, APO AA 34023. Although it will not take the
place of the hard copy distribution, the preferred method of
distributing USAID procurement information is via the Internet or by
written request of the solicitation on a 3.5" floppy disk (Wordperfect
