S -- MOTEL AND FOOD SERVICES SOL ACD-98-Q-0038 DUE 093098 POC Cheryl Aldridge 214 905-5392 cheryl.aldridge@justice.usdoj.gov Sources Sought: The Immigration & Naturalization Service (INS) is in need of acquiring hotel/motel rooms in an establishment located in Grand Island, Nebraska commencing on or about the end of October for a six month period with one six-month option to continue services. The INS desires a facility with 30 to 60 rooms with bathrooms (sink, toilet and shower/tub) in each room and intends to utilize the full capacity of the facility. The facility must be sprinkled, have smoke detectors in each room, and fire alarmed in accordance with local code. This facility will be used to temporarily house non-criminal persons illegally residing in the United States who have been taken into INS' custody and are awaiting transportation to INS facilities. Each sleeping room is to be unfurnished including no telephones. The INS intends to provide two to three twin-size bunk beds for each room, depending on size of room. Sheets, pillows with cases, washable blankets (if appropriate), and towels are to be provided and maintained by the contractor. INS will provide comfort items (bath soap, razors, etc.). Rooms are to be cleaned and linens replaced when rooms are emptied (approximately every 72 hours). In addition the INS will require four additional rooms to be utilized as office space. One room will require a full sized refrigerator. All offices will require telephones with modem connections and no separate charges per call will be allowed. Long distance calls will be placed on INS calling cards. As an option, the contractor may provide three, nutritionally balanced meals in a 24-hour period for each person. No fewer than 2,400 calories total per 24-hour period with no more than 14 hours between meals and no less than 4 hours between meals. Two of the daily meals must be hot meals. The food may be subcontracted and will be reimbursed on fixed rate per meal served. Notification of meal requirements for the following day shall be provided to the contractor no later than 8:00pm the preceding evening. Sack lunches are to alsobe provided for the departure day and as a minimum, shall consist of 1 each meat (2oz. of protein to include beef/chicken/ turkey/pork/cheese) sandwich on white enriched bread; 1 small bag of corn or potato chips; 1 dessert item (fruit bars, cookies or granola bar); 1 bottle of water (8oz or larger) and 1 each napkin or moist towelette. Each unwrapped food item is to be individually wrapped in a plastic wrap, waxed paper or placed into plastic sandwich bags. Suitable paper bags may be used for each lunch. Sack lunches may not be older than 5 hours when delivered to INS and marked with date of preparation.
