International Development (USAID) contemplates issuing a Request for
Proposals (RFP) for a three year fixed unit price contract whereby the
awardee will be required to provide experienced personnel with
short-term Advisory and Technical Assistance in the area of education,
training and human resource development for USAID Missions, to host
country and /or non-presence country counterpart institutions and
organizations. Tasks that may be assigned as task orders relate to the
activities in AID/Washington, USAID Missions, and non-presence
countries concerned with education, training, and human resource
development. Such activities include needs assessments in LDCs,
planning, design, implementation and evaluation of projects all within
the context of USAID s education sector. The Government intends to
make four awards as a result of this solicitation. The awards will be
made on the basis of three (3) full and open and one (1) small business
set aside whose technical and cost factors demonstrates the best value
to the Government. Those interested in receiving the RFP should send
a letter referencing Solicitation No. M/OP-98-1763. To help identify
potential subcontractors, a list of all organizations requesting a copy
of the solicitation will be sent with each solicitation document. By
providing the list, USAID does not endorse the listed organizations as
being capable of carrying out the activity, nor does USAID verify the
claimed status of the organizations known prior to the issuance of the
solicitation document. The preferred method of distribution of USAID
Procurement information is via the Internet or by request of a
solicitation on a 3.5" floppy disk (WordPerfect 5.1/5.2 format). This

RFP, once issued can be downloaded from the web site. The Worldwide

Solicitations." Receipt of this RFP through INTERNET must be confirmed
by written or faxed (202-216- 3132) notification to the contact person
noted above. It is the responsibility of the recipient of this
solicitation document to ensure that it has been received from INTERNET
in its entirety and USAID bears no responsibility for data errors
resulting from transmission or conversion processes. Interested
offerors also may request a printed copy of the RFP by submitting a
written request to the address listed above or by E-mail to:
Miellis@usaid.gov. The RFP will be issued NO EARLIER than fifteen (15)
days from the date of publication of this notice. Telephone or
facsimile requests for the RFP will not be honored. Closing date is
