X -- PARKING SPACES SOL RFQ-98-Q-85 DUE 092298 POC Contract Specialist, Kelly Curtin, 202/435-6940 This is a combined synopsis/solicitation which will be accomplished in accordance with the Small Acquisitions Procedures of the Federal Acquisition Regulation (FAR). The following FAR Provisions and Clauses are applicable unless otherwise noted: 52.212-1 Instructions to Offerors -- Commercial; 52.212-1(b)(8) is deleted; 52.212-4, Contract Terms and Conditions -- Commercial Items; 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items. The associated standard industrial classification code (SIC) is 7521; size standard is $ 5.0 million. This action is 100% small business set aside. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation package will not be issued. Solicitation number 98-Q-85 is issued as a request for quotations. All references to "offerors" are understood to be "Quotations". The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-5. Award will be made to one offeror who fully meets requirements for the parking spaces. This is a firm fixed price requirement for thirteen (13) parking spaces for vans . The parking spaces must be within a two (2) block radius of the U. S. Secret Service building located at 1800 G Street, NW. The exact boundaries should be: North -- H Street; South -- E Street; East -- 17th Street; West -- 20th Street. The garage must have a clearance of at least 7 feet, 2 inches in order to accommodate all vans. The parking must be an indoor garage with access/egress control (attendant) during operating hours. The garage must be available for Secret Service use seven (7) days per week; twenty-four (24) hours per day, 365/366 days per year. Self-parking capability is required. Twenty-four (24) hour access may be provided by any means (attendant, key card, key, etc., at no additional cost to the Government). Standard commercial garages are acceptable. The garage must be suitable for vehicular parking with appropriate exhaust fume ventilation. The garage parking space must be clean and free of rubbish and garbage on the floor and in parking spaces. The garage parking space must be free from mice and rats, snakes and other unsafe rodents. The garage parking space must be free of water standing in floor parking area. The garage must be well lighted for security reasons. Services are provided to U. S. Secret Service, AOD/PFMB/Property Section, 1800 G Street, NW, Room 728, Washington, DC 20223, F.O.B. Destination. The period of performance is from October 1, 1998 through September 30, 1999. Inspection and acceptance shall be at destination. The Government intends to award a contract, to the responsible offeror whose quotation conforming to the specifications will be the most advantageous price to the government. The Government anticipates an award date on or about September 28, 1998. Please note: Quotes submitted by Fax will not be accepted. All responsible offerors shall mail quotes to the U. S. Secret Service, Procurement Division, 1310 L Street, NW, Suite 730, Washington, DC 20223. ATTN: Kelly Curtin; before 3:00 PM, September 22, 1998. Proposals are subject to x-ray by the U.S. Secret Service, therefore, offerors are encouraged to submit proposals prior to the established date and time for closing to ensure timely arrival in the appropriate office.
