This is a combined synopsis/solicitation for commercial items prepared
in accordance with the information in FAR Subpart 12.6 as supplemented
with the additional information included in this notice. This
announcement constitutes the only solicitation. Quotes are being
requested and a written solicitation will not be issued. Solicitation
number is DADA09-98-Q-0709 and is issued as a Request for Quotes (RFQ).
The RFQ incorporates provisions and clauses in effect through Federal
Acquisition Circular 97-05. This requirement is restricted 100% to
small business. The Standard Industrial Code (SIC) is 3841 and the
small business size standard is 500 employees. The government intends
to award a contract for the following name brand: MICRO21 200 Automated
Microscopy System manufactured by Intelligent Medical Imaging, Inc.,
4360 Northlake Boulevard, Suite 214, Palm Beach Gardens, FL 33410, OR
EQUAL. Description: (1) MICRO21 200 Automated Microscopy System, 1 ea
to include System and WBC Differential software; Second review station;
HP 5C Color Laser Printer; Reticulocyte Software; CSF Differential
Software; Spreader Blades, MinPrep (set of 2); Third Review station;
the following at no charge: 2 ea Installation instructions,
User/Operator Manual, User Maintenance Manual, Part Price List, Service
Manual, and Wiring Schematics. (2) UPS, 12p VAC, 50/60 Hz; (3) Micro21
Starter Kit which includes: Barcode printer ribbons; Barcode labels;
Report printer paper; Mouse pad; Keyboard cover; Lens cleaning paper;
Slides; 20 ea reusable Slide Frames; Immersion oil; 3 ea Halogen lamps;
Installation diskettes; 5 ea Data Tapes; 1 set downtime Barcode labels;
Laminated barcode reference sheet; and documentation kit. Price will
include contractor installation, on-site training of 2 Operators/Users
and 2 Biomedical Repair Technicians; and standard commercial warranty.
All products offered other than that specifically referenced by brand
name will be required to meet the needs of the Government in
essentially the same manner as the brand name product. Funds are not
currently available for this requirement, however, it is anticipated
year-end funds may become available. The commercial item FAR clauses
and provisions applicable to this requirement are 52.212-1, 52.212-2,
52.212-3, 52.212-4, 52.212-5 and are available in full text on the
World Wide Web at: http://www.medcom.amedd.army.mil/medcom/mcaa. FAR
Provision 52.212-1, Instructions to Offeror-Commercial Items (For this
solicitation offerors shall submit quotes on letterhead stationery to
include all information required by this provision as well as name of
manufacturer if other than brand name, model number, warranty
information, delivery time after reeipt of award, and extended price).
FAR provision 52.212-2, Evaluation-Commercial Items (For this
solicitation past performance of contractors may be taken into
consideration for evaluation). DFARS 252.211-7003, Brand Name or Equal
is incorporated by reference. FAR 39.106 and Year 2000
Compliant-Commercial Supply Items applies: "The contractor warrants
that each hardware, software, and firmware product delivered under this
contract and listed below shall be able to accurately process date/time
data (including, but not limited to, calculating, comparing, and
sequencing) from, into, and between the twentieth and twenty-first
centures, and the years 1999 and 2000 and leap year calculations to the
extent that other information technology, used in combination with the
information technology being acquired, properly exchanges date/time
data with it. If the contract requires that specific listed products
must perform as a system in accordance with the foregoing warranty,
then that warranty shall apply to those listed products as a system.
The duration of this warranty and the remedies available to the
Government for breach of this warranty shall be as defined in, and
subject to, the terms and limitations of the contractor's standard
commercial warranty or warranties contained in this contract, provided
that notwithstanding any provision to the contrary in such commercial
warranty or warranties, the remedies available to the Government under
this warranty shall include repair or replacement of any listed product
whose non-compliance is discovered and made known to the contractor in
writing within ninety (90) days after acceptance. Nothing in this
warranty shall be construed to limit any rights or remedies the
Government may otherwise have under this contract with respect to
defects other than Year 2000 performance". Quotes must be received no
later than 4:00 p.m. on 18 September 1998. Fax quotes will be accepted

will not be accepted. All prospective offerors are cautioned that if
