synopsis/solicitation for commercial items prepared in accordance with
the format in subpart 12.6 as supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. Solicitation No. RFQ 557-17-98 is issued as a
request for quotation using simplified acquisition procedures. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-07. The Standard
Industrial Classification Code is 5045, Small Business Size Standard is
100 employees. The Carl Vinson VA Medical Center, Dublin, GA intends to
negotiate a sole source contract under the authority of FAR 6.302-1,
with Codemaster, 10 S. Riverside Plaza, Suite 1510, Chicago, IL 60606
for the following: (1) Perpetual License (Unlimited workstations
networked) windows software, Codemaster Plus 32, Coder's Bookshelf, CPT
Master ICD-P-CM/CPT Crosswalk, Real Time interface to DHCP, PC Anywhere
Telecommunications software, Sybase SQL Anywhere Database Software --
1 each (2) On-site training and installation plus travel expenses 1
each. The contractor shall deliver all items FOB destination to Carl
Vinson VA Medical Center, Information Service Line, 1826 Veterans
Blvd., Dublin, GA 31021 by September 30, 1998. The following FAR

Products (E.O. 12849). The following Veterans Affairs Acquisition
Regulations (VAAR) provisions and clauses apply to this solicitation:

Commercial Advertising (NOV 1984). Full test is available upon request.
NOTE: Year 2000 Compliance FAR 30.1006 (1) reguires that information
technology shall be Year 2000 compliant; or (2) requires that
non-compliant information technology be upgraded to by Year 2000
compliant tot he earlier of (i) the earliest date on which the
information technology may be required to perform date/time processing
involving dates later than December 31, 1999, or (ii) December 31,
1999; and as appropriate, describe existing information technology that
will be used with the information technology to be acquired and
identify whether the existing information technology is Year 2000
compliant. The contractor shall submit a price for each item on company
letterhead and include a completed copy of provisions 52.212-3
Representations and Certifications-Commercial Items and 852.219-70
Veteran-Owned Small Business to the Contracting Officer at the address
indicated above, by close of business 9/28/98. Fax quotes will be
accepted at (912) 277-2708. This Notice of Intent is not a request for
competitve proposals. Interested persons may identify their interest
and capability to respond to the requirement or submit proposals. A
deterination by the Government not to compete this proposed contract
based upon responses to this notice is solely within the discretion of
the government. Information received will normally be considered
solely for the purpose of determining whether to conduct a competitive
