The U.S. EPA is seeking a contractor to provide digital copiers for its EPA location at the AWBERC facility in Cincinnati, OH. The general requirements for all twelve copiers are: 1) delivery and installation must be completed 30 days after the award. Vendor will pick-up and remove the old units at vendor's cost at the time of installation of the new units; 2)trade in allowance on current units listed below will be identified on a copiers by copiers basis in the quotation; 3)all copiers must be environmentally safe! Heat, ozone, noise, dust, and light factors/ emissions must be in compliance with EPA's energy star program; 4)all copiers and supply containers, e.g., toner cartridges, should be made with recyclable material to reduce the number of parts and materials ending up in a landfill; 5)maintenance and supplies shall be available on the copiers for a minimum of 7 years; 6)the vendor shall provide operator training on site at no additional cost within one week of the installation of the copiers. The training will be conducted for a group of approximately 10 people per copiers; 7)all copiers must be equipped with digital scanner optics; and 8)all copiers must be year 2000 compliant. Quality specific requirements include: 1)the vendor must be able to identify awards received, industry writeups, references, and/ or any other information documenting the quality/performance of the vendors products in the past 3 years and 2)service calls shall be responded to within 4 hours of the call, during normal business hours from 8 am to 5 pm. Three of the copiers shall have the following specifications:1 )all copierss must be equipped with digital scanner optics; 2)all copiers purchased shall have the ability to be upgraded to be connected at a later date; 3)the copiers must be equipped with at least a 1 gigabyte hard drive and 32 MB of RAM; 4)all copiers must be able to copy at 400 x 400 dpi; 5)copy speed minimum of 30 copies per minute in the 1:1 mode; 6)the copiers should be rated to handle an average monthly capacity of at least 5,000 to 40,000 copies per month per copiers; 7)automatic document feeder with holding capacity minimum of 50 sheets; 8)automatic two sided copying should be the default setting on all copiers employees will need to select 1:1 or 2:1 copying modes. Duplexing is an EPA policy; 9)automatic reduction/ enlargement from at least 65%-140%; 10)automatic sorting, collating and on-line finishing and stapling with a minimum capacity of 35 sheets; 11)ability to insert covers, inserts & appendix (reports/ publications); 12)image shift capabilities (move image to adjust copy location); minimum 2,000 sheet paper capacity and high toner yields ( minimizes operator intervention and downtime for adding supplies); 13)automatic tray switching (feeding trays switch when one is empty- minimizes operator intervention); 14)internal account tracking (Ability to track a minimum of 100 users); 15)ability to handle originals from 51/2" x 81/2" up to 11" x 17"( to include 81/2"x 11" and 81/2"x 14") while deliveringcopies of sizes 81/2"x 11", 81/2 x 14, and 11" x 17"; 16) photo mode; and 17)book copy mode. The following copiers will be used as a trade-in for the three copiers to be purchased: 1) xerox 5053 (5yrs old, usage of 5334/mo); 2) xerox 5034 (5yrs old, usage of 6570/mo); and 3) xerox 5028 (8.5yrs old, usage of 1350/mo). These copiers that are being used for trade-in are the same copiers in use. Six of the copiers shall have the following specifications:1 )all copiers must be equipped with digital scanner optics; 2)all copiers purchased shall not be required to be connected upon arrival but must have the ability to be upgraded to do so at a later date; 3)the copiers must be equipped with at least a 1 gigabyte hard drive and 32 mb of ram; 4)all copiers must be able to copy at 400 x 400 dpi; 5)all copiers must be equipped with an online diagnostic system; 6)copy speed minimum of 50 copies per minute in the 1:1 mode; 7)the copiers should be rated to handle an average monthly capacity of at least 20,000 to 100,000 copies per month per copiers; 8)automatic document feeder with holding capacity minimum of 50 sheets; 9)automatic two sided copying should be the default setting on all copierss employees will need to select 1:1 or 2:1 copying modes. The system in use is the same as the trade in; 3) xerox 5052 (5yrs old, usage of 8500/mo).the system in use is the xerox 5053 aith an estimated usage of 17784/mo; 4)xerox 5034(5yrs old, usage of 5500/mo. The current system in use is the minolta ep6001 with an estimated usage of 14186/mo; 5) sharp 9750 w/sp452 sorter (8yrs old with an estimated usage of 2400/mo). The current system in use is the xerox 5053 with an estimated uage of 16364/mo); and 6) xerox 5028(8.5 yrs old with an estimated usage of 2400/mo). The current system in use is the minolta ep6001 with an estimate usage of 27777/mo. These copiers that are being used for trade-in are the same copiers in use. Three of the copiers shall have the following specifications:1 )one of the copiers will need to be ready to connect to the epa's network upon arrival. The remaining two copiers should have the ability to be upgraded to do so at a later date.; 2) all copierss must be equipped with digital scanner optics; 3)the copiers must be equipped with at least a 1 gigabyte hard drive and 32 mb of ram; 4)all copierss must be able to copy at 400 x 400 dpi; 5)all copiers must be equipped with an online diagnostic system; 6)copy speed minimum of 60 copies per minute in the 1:1 mode; 7)the copiers should be rated to handle an average monthly capacity of at least 50,000 to 150,000 copies per month per copiers; 8)automatic document feeder with holding capacity minimum of 50 sheets; 9)automatic two sided copying should be the default setting on all copierss employees will need to select 1:1 or 2:1 copying modes. The following copiers will be used as a trade-in for the six copiers to be purchased: 1) xerox 1090 (10.5yrs old, usage of 46778/mo); 2) xerox 1090 (8.5yrs old, usage of 39599/mo); and 3) xerox 1090 (6.5yrs old, usage of 80480/mo). The current system in use is the same as the trade in. These copiers that are being used for trade-in are the same copiers in use. The specifications for connecting copiers: 1)must be compatible with novell network operating system. This includes compatibility with novell directory services and novell's bindery; 2) must have the ability to connect to either 16 megabit per second (mbps) token-ring or 10/100 ethernet. This is to include the capability of modifying the unit in the field from one network topology to the other; and 3)Required network communication protocols are ipx/spx and tcp/ip. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number 98-24 is issued as an request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-05. Items are to be delivered to the U.S. EPA, 26 West Martin Luther King Drive, Cincinnati, Oh no later than 10/30/98. The f.o.b. point shall be destination. The provisions at 52.212-1, instructions to offerors-commercial, applies to this to this acquisition. The provision at 52.212-2, evaluation-commercial items is applicable and the specific evaluation criteria are as follows: 1)the government intends to issue a purchase order to the responsible offeror whose quote represents the best overall value to the government based on evaluation of technical capability and price. Multiple awards may result from the issuance of this solicitation. For the purposes of this best-value evaluation, technical quality relative to the factors listed in paragraph 2 is of greater importance than price; 2)quotes shall include a narrative describing the proposed approach for accomplishing the requirements set forth above which shall include the specifications of the copier being proposed. At a minimum, this narrative shall identify: (i)vendors ability to meet the specified product specifications; (ii)all copiers must possess at least a 90 day warranty in which all maintenance and supplies are included. If the EPA is dissatisfied with the product after 90 days because of the inoperability of the copier(s), the vendor will replace the copiers at no extra cost to the government; (iii)all supplies and associated costs will be included in the purchase/ maintenance agreement; (iv) Vendor will include all supplies in the maintenance agreement to include toner, developer, ink, oils and staples necessary to run the copiers as needed. This does not include paper; (v)maintenance and supplies should be based on the estimated usage per month on the current copiers in use; (vi)the proposed maintenance program structure and pricing most beneficial to the government. Offerors shall include a completed copy of the provision at far 52.212-3, offeror representations and certifications-commercial items, with its offer. Clause 52.212-4, Contract Terms and Conditions-Commercial Itemsapplies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, however, for paragraph (b), the following clauses apply to this acquisition: 52.222-26 Equal Opportunity; 52.222-35, Affirmative Action for Handicapped Workers; 52.222-37 Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; and 52.225-3 Buy America Act -- Supplies.
