The National Institute of Environmental Health Sciences (NIEHS) is soliciting proposals from small business concerns having the capabilities and facilities to provide management and support for the archives for the National Toxicology Program (NTP) and the NIEHS specimen repository. The contractor shall provide qualified professional and technical personnel, materials, equipment, and facilities to (1) store histological slides, paraffin-embedded tissues, formalin-preserved wet tissues, microfiche and associated study data; (2) conduct reviews of study materials; (3) transfer of selected study records on paper to microfiche for long term storage; (4) coordinate the flow of pathology data from NTP subchronic and chronics studies; (5) identify material from old studies for disposal and transfer materials for disposal; (6) prepare photographic black and white prints, color Kodachrome slides, or digitally acquired or scanned images of gross or microscopic pathology lesions; (7) maintain a frozen tissue bank; and (8) inventory, receive, manage, and distribute repository samples. Offerors who are associated with organizations that are involved with active NTP contracts for toxicology testing may not compete for this project. Offerors involved in other types of NTP contracts (i.e., audit support, pathology support, pathology quality assurance, chemistry support, etc.) that respond to this Request for Proposal (RFP) must explicitly explain how they will ensure prevention of any conflict of interest or any appearance thereof. The Government estimates that this ten-year period may require 64,480 professional labor hours, 244,400 technical labor hours, and 41,600 clerical labor hours. It is mandatory that the Contractor demonstrate the ability to establish a facility within 25 minutes from the NIEHS by the anticipated award date of April 1, 1999. See Numbered Note 1.
