Selection will be conducted for replacement of the existing H-1
Diesel/Multi-fuel Heater, NSN: 4520-01-310-1881, with a new generation
heater. The proposed methodology is to award one contract for eight
each first articles. The contract will be awarded to the offeror whose
proposal provides the best value to the Government as determined by
the evaluation criteria which will be set forth in the RFP. Each
contract will contain five one year incremental quantity options for
the production. The maximum quantity to be delivered over the five year
period is 5,650. Offerors will be required to submit a technical
proposal which describes the approach to developing the new generation
heater in compliance with the Performance Description attached to the
RFP. Anticipated contract award is 30 Apr 99 with a contractor first
article testing scheduled to begin 05 Nov 99. During the design phase
and during the contractor testing phase, technical interchange meetings
will be held between the Government and theContractor. Upon
satisfactory completion of contractor first article testing, units will
be fielded and user testing conducted at operational sites as set forth
in the RFP. After satisfactory completion of user testing, the first
annual production option will be exercised. Notice of proposed Risk
Assessment Workshop and Presolicitation Conference, to be held 19-21
Oct 98 and 22-23 Oct 98, respectively, was posted on the web on 31 Jul
98. A draft RFP, providing complete details (see section L), will Fax

issue/response date will be 15 SEP 1998. First article test required.
No telephone requests. Only written or faxed requests received directly
from the requestor are acceptable. All responsible sources solicited
may submit a bid, proposal, or quotation which shall be considered. All
potential offerors should contact the buyer/PCO identified above for
additional information and/or to communicate concerns, if any,
concerning this acquisition. If your concerns are not satisfied by the
contacting officer, an Ombudsman has been appointed to hear serious
concerns that are not resolved through established channels. The
purpose of the Ombudsman is not to diminish the authority of the
program director or contracting officer, but communicate serious
contractor concerns, issues disagreements, and recommendations to the
appropriate government personnel. When requested, the Ombudsman will
maintain strict confidentiality as to the source of the concern. The
Ombudsman do not participate in the evaluation of proposals in the
