Protection Agency intends to negotiate sole source with Arizona Dept.
of Health Services Bureau Office, Epidemiology and Disease Program
Control Services, 3815 N. Black Canyon Highway, Phoenix, Arizona 85015
for "Temporal Aspects of Pesticide Application in Arizona Along the
U.S./Mexico Border". The overall objectives of this procurement are to:
(1) gather information about the timing of pesticide applications on
agricultural fields in agriculturally-active counties along
Arizona/Mexico border (within 100 km of the U.S./Mexico border) and (2)
to present this information in the same GIS format and on the
standardized base map series developed for the previous GIS contract
between the state of Arizona and the U.S. EPA. The contractor is
required to perform the following tasks: Task 1. Gather information on
the location and rotation of crop types, pesticide usage, application
methods, quantity of pesticides used, and dates of application by crop
type in the agriculturally-active counties along the Arizona/Mexico
Border. The agriculturally-active counties shall be defined as Cochise,
Pima, Santa Cruz, and Yuma counties. Data shall be collected on a
monthly basis beginning in January 1995 and continuing through and
including June 1999, where the historic information is available. If
historic information is not available, the contractor shall inform the
U.S. EPA and gather the necessary information from the date of the
contract's approval through and including June 1999. Data gathered for
this contract shall be assessed and presented as map coverages in GIS
formal presenting: (1) the location of crop types (and thus
agricultural fields); (2) rotation of crops by month, if multi-cropping
systems are used; (3) typical pesticide application methods; and (4)
location, quantity, type, and timing of pesticide application by month
for the specified time frame. GIS coverages shall be presented on the
standardized base maps and contain the metadata information agreed
upon by the Border-wide GIS working group. GIS Map coverages shall be
delivered on 3.5 inch disk or CD-ROMs. Tasks 2. Prepare a brief final
report summarizing and describing the techniques used to gather the
required data. Task 3. Participate in conference calls, present status
and updates on progress made, discuss problems encountered during data
collection associated with the project and discuss other relevant
issues. Copies of all products will be submitted to the project manager
. Preliminary draft documents shall be submitted to the project manager
as hard copy only, unless disk versions are requested by the project
manager. Revised and final versions of documents will be submitted in
both hard copy and on computer 3.5 inch disks in WordPerfect 6.0 or
higher format. EPA believes the Arizona Dept. of Health Services,
Phoenix, Arizona, is the only vendor capable of satisfying the
requirements stated above. The state is required to routinely collect
the requisite data and to produce GIS similar maps for their own needs.
The period of performance is expected to be from date of award to
October 15, 1999. No solicitation is available. All interested parties
must respond within 15 days of the date of this announcement.
Interested vendors shall: (1) include information on the proposed
services which clearly supports the requirements outlined above and;
(2) provide itemized pricing that is sufficient to make a determination
