Agency intends to negotiate sole source with Associateship for Disease
Control and Prevention, Texas Department of Health, 1100 West 49th
Street, Austin,Texas 78756 for "GIS Map Coverages Presenting the Timing
of Pesticide Applications Within the State of Texas and a Report on
Comparison of GIS-derived and Measured Pesticide Levels Within the
State of Texas. The overall objectives of this procurement are to: (1)
gather information about the timing of pesticide applications on
agricultural fields in agriculturally-active counties along
Texas/Mexico border (within 100km of the U.S./Mexico border) and (2) to
present this information in the same GIS format and on the standardized
base map series developed for the previous GIS contract between the
state of Texas and the U.S. EPA. The contractor is required to perform
the following tasks: Task 1. Gather information on the location and
rotation of crop types, pesticide usage, application methods, quantity
of pesticides used, and dates of application by crop type in the
agriculturally-active counties along the Texas/Mexico border; gather
the necessary information from the date of the contract's approval
through and including March 1999. Data gathered for this contract shall
be assessed and presented as map coverages in GIS format presenting:
(1) the location of crop types; (2) rotation of crops by month, if
multi-cropping systems are used; (3) typical pesticide application
methods by crop/field; and (4) location, quantity, type, and timing of
pesticide application by month for the specified time frame. Task 1a.
Prepare final report, which will include a summary of the results and
copies of the GIS maps produced. Task 2. Collect and quantify levels
of pesticides in school yard soils in Cameron County, prepare a quality
assurance project plan detailing the management controls, data
acquisition techniques, and data review and validation techniques. Task
2a. Prepare a final report which will include a comparison of the
measured field pesticide concentrations from Task 1 with GIS-derived
pesticide levels in Cameron County. Task 3. Coordination,
participation, and presentation of project status and products. EPA
believes the Texas Department of Health, is the only vendor capable of
satisfying the requirements stated above. The state is required to
routinely collect the requisite data and to produce GIS similar maps
for their own needs. The period of performance is expected to be from
date of award to October 15, 1999. No solicitation is available. All
interested parties must respond within 15 days of the date of this
announcement. Interested vendors shall:(1) include information on the
proposed services which clearly supports the requirements outlined
above and; (2) provide itemized pricing that is sufficient to make a
