(OPM), Washington, D.C. intends to issue an RFP that will lead to the
award of a requirements contract with firm fixed-price or time and
materials task orders for a leadership simulation software
instructional package. This acquisition will be a total small business
set aside. The standard industrial classification code (SIC) for this
acquisition is 7371, Computer Programing Services. The Federal
Executive Institute (FEI) of OPM provides residential executive
education for senior career officials in the Executive Branch of the
Federal Government. FEI educational efforts include a four-week
Leadership for a Democratic Society program for 65-70 executives in an
interagency environment and two-day to one-week residential programs
for 15-45 executives that represent both interagency and single agency
audiences through FEI's Center for Executive Leadership. The
contractor would be responsible for the development of a computer-based
simulation for use in FEI programs. FEI is especially interested in
building a computer-based simulation that provides skill practice on
three leadership competencies: political savvy, vision, and strategic
thinking. In addition, the simulation should provide an opportunity for
executives to build their individual and group decision making skills.
As managers move into the executive ranks they need to increase their
ability to make effective decisions, think long term, craft a vision,
and operate effectively in a dynamic policy environment dominated by
conflicting interests and complex policy and program decisions. The
simulation will be integrated into both four-week and shorter programs.
The contract will be awarded for a base period with four one-year
option years. Requests for copies of the solicitation should be
received, in writing, no later than fifteen days from the date of this
listing. Telephone requests will not be honored. However, faxed

of the RFP will be sent to each requestor. The RFP will be available
electronically through OPM's procurement Home page on the World Wide
