Warfare Center Aircraft Division, Patuxent River, MD plans to acquire
on a sole source Cost Plus Fixed Fee (CPFF) basis an increase of the
level of effort under contract N62269-90-C-0403 with SURVICE
Engineering Corporation. This effort shall continue the provision of
trade studies, mission threat analysis, and vulnerability/survivability
analysis in support of the Concepts, Analysis, Evaluation and Planning
Department (4.10) and the Survivability Division (4.1.8) at NAWCAD,
Patuxent River, MD. The purpose of this Sole Source procurement is to
increase the level of effort that is needed to maintain current
contract initiatives; provide flexibility for anticipated additional
support requirements during the NAVAIR TEAM transition/competency
alignment period. The level of effort is estimated at 27,700 labor
hours. This acquisition will be negotiated on a sole source basis with
SURVICE Engineering Corporation, 1003 Old Philadelphia Road Suite 103,
Aberdeen, MD 21001 under the authority of FAR6.302-1 (Only one
responsible source and no other supplies or services will satisfy
agency requirement). See Numbered Note 22. The SURVICE Engineering
Corporation is the only practical source for providing the necessary
continuation of technical services Code 4.10 and Code 4.1.8 without a
break in the support effort that SURVICE Engineering is currently
providing. The Government's minimum need for the continuation of effort
can only be accomplished reasonably and without impairing continued
support through this award. Only SURVICE Engineering has the library of
software and technical documents, and the key personnel necessary to
continue the support services currently being performed. It is not
possible for any other potential source to become familiar enough with
the taskings to sustain this workload without a break in service.
Failure to award this continuation of work will seriously restrict the
ability of Code 4.10 and Code 4.1.8 to respond to our sponsors' needs
during the recompetition. These are continuing tasks and are time
sensitive. There are not other sources capable of providing the
