has a requirement for USAF Test Pilot School (TPS) curriculum and
lecture support in the following areas; aircraft flight controls, to
include class presentation of flight control theory, analysis of TPS
data reduction techniques, analysis of individual flight control
problems, instruction pertaining to the modification, upgrade, and
expansion of existing TPS capabilities, systems hardware and software
development for flight controls systems curriculum development,
interface the High Plains Engineering Model 610-Flight Control System
test stand with aircraft used by TPS, modify the software on the Model
610 for specific tests, operational support of the Model 610 during
student tests, instruction on simulation types, uses, and limitations,
analysis of aerodynamic data for simulation purposes, capability to
process and display data developed from flight test maneuvers,
expertise on overall software architecture, objectives, and the
requirements for data reduction software, flight data acquisition,
management, and analysis, development of processing equations and
algorithms, development of frequency response software, design of data
presentation displays, and aircraft handling qualities; physical
interpretation of frequency response and root locus, characteristics
that allow distinction between good and bad handing qualities,
connection with time response, frequency response determination in
flight test, Specification of Handling Qualities of Highly Augmented
Aircraft, lower-order equivalent systems, physical interpretation of
lower-order equivalent systems, application of lower-order equivalent
systems to Mil Spec, bandwidth criterion and applications to Control
Configured Vehicle aircraft, development of criteria to prevent Pilot
Induced Oscillation (PIO); software development and maintenance to
include classroom instruction, curriculum support, post-flight data
reduction, provide glider ground and flight instruction and support;
navigation over the earth's surface, Newton's laws applied
tonavigation, principles of inertial navigation, Concept of uncertainty
in navigation (CEP), Kalman filter INS flight applications, global
positioning system (GPS), high accuracy navigation using GPS,
differential and carrier tracking GPS flight applications, navigation
computer simulations, flight testing of navigation systems; in-flight
aircraft parameter identification (PID), presentation of PID piloting,
computational, and interpretive tasks, analysis of individual PID
problems, comparison of PID results to other existing data, class
instruction on simulation types, uses, and limitations, instruction on
the use of simulation for pilot training and familiarization, analysis
of aerodynamic data for simulation purposes. Period of performance is
Oct 98 through 30 Sep 99, with two one year options. The Government
anticipates awarding multiple contracts to cover the above areas. The
proposed contract type is labor hour. The standard industrial
classification code is 8299. The size standard is $18.5M. This
acquisition is 100% set-aside for small business. All interested
