Solicitations are requested for services for the remediation of soil and groundwater at the Modesto Groundwater Contamination Site, a federal Superfund site located in Modesto, Stanislaus County, California. The Contractor is Ecology and Environment, Inc. (E & E), and the project is funded by the U.S. EPA under E & E's prime contract No. 68-W9-0020 with EPA. Releases of tetrachlorothene (PCE) from a dry cleaning establishment have contaminated soil and groundwater at the Modesto site. An interim remedial action (IRA) has been selected. Components of this IRA include: Soil Vapor Extraction (SVE) to reduce diffusion of contaminants to the groundwater followed by carbon adsorption; and groundwater extraction, treatment comprising air stripping, carbon polishing, and ion exchange (to remove naturally occurring uranium), and discharge to the sewer system. The SVE system will utilize one existing onsite extraction well and shall be capable of extracting/treating 200 SCFM. The groundwater system will utilize one existing extraction well and shall be capable of extracting/treating 50 gallons per minute of contaminated groundwater. Field work is scheduled to begin the week of January 4, 1999 with anticipated completion the end of February 1999. This description of work is not intended to be all encompassing. A full description of all work to be performed is included in the detailed plans and specifications (design sets) available from the above stated address. (1) The design set is expected to be available September 18, 1998. Interested parties may obtain copies of the design sets upon payment of $100.00 in check or money order, payable in US funds drawn upon a US financial institution, to Ecology and Environment, Inc. for each complete set. Cash will not be accepted. Written requests for the design set must be sent to the above address and must include the following: name of the person to receive the design set, the street address of that person, their telephone number, and business classification (e.g. large, small, small disadvantage, woman owned). Design sets will be sent by overnight delivery. (2) Design sets may be reviewed free of charge between the hours of 9:00 a.m. and 4:00 p.m. at the following locations: E & E's Seattle office at the address above; E & E's San Francisco office located at 350 Sansome Street, Suite 1500, San Francisco, CA; and S.W. Dodge plan room located at 1791 Tribute Road, Suite D, Sacramento, CA. (3) Attendance by prospective bidders at a pre-bid conference and site walk is mandatory. The date for the pre-bid conference and site walk is September 29, 1998, in Modesto, CA. The exact time and location will be included in the cover letter accompanying the design set. Those wishing to attend, but not purchasing design sets, must submit a written request for the information to the POC listed above. (4) All requests for information and questions must be in writing. The planholder list will be available after September 26. All questions (regarding the design set, bid walk, etc.)must be submitted before October 6, 1998. E & E will establish a Home Page to publish questions and answers. The address will be included in the cover letter to the design set. (5) Please note that the applicable Federal requirements and conditions of employment to be observed and minimum wage rate to be paid under any subcontract resulting from this solicitation shall apply. (6) A 20% Bid Bond will be required for each bid submitted in response to this solicitation. Performance and Payment Bonds will be required upon award. (7) This solicitation is being procured under full and open competition. However, small, small-disadvantaged, and woman-owned business are strongly urged to participate.
