38 -- HYDRA-AX LAND CLEARING MACHINE MODEL 621E OR EQUAL SOL BCEDPW-8211-N059 POC Purchasing Agent Bo Obney (907) 384-7104 (Site Code DAPC49) This is a combined synopis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6,as supplemented with additional information included in this notice.This announcement constitutes the only solicitation;proposals are being requested and a written solitation will not be issued.The solicitation number is BCEDPW-8211-N059 and is being issued as Request For Quotation (RFQ).The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-7. CLIN 0001: It is the intent of the government to trade in a 1987 Hydra-ax Model 621 with 4454 hours on it Serial Number 2250, and purchase a new current year model Land Clearing machine.An acceptable new machine shall be equal to a Hydra-Ax Model 621E and must meet or exceed the following specifications. Engine:powered by a liquid cooled diesel engine capable of developing a mininum of 177 horsepower at 2500 rpm,electric started, with 12 volt system and a 105 amp alternator. Hand throttle,dry type dual element air filter and muffler. Transmission/Transfer Case:hydrostatic transmission with a varible displacement pump and variable displacement motor. Maximum pump delivery and operating pressure 65 GPM @ 5000psi. Operator controlled foot pedal/pedals shall have control forward and reverse motion.two-speed transfer case,for high and low range. Operator's Cab:The operator's cab shall be a ROPS/FOPS certified, walk thru type cab with two doors,tinted 1/4" Lexan front and rear windows, sliding tinted Lexan side windows with screen guarding. sound dampening insulation on the floor,side and roof panels.equipped with a windshield wiper,heater,defroster,air conditioner,adjustable-suspension upholstered seat with arm rests and seat beat,10 LB ABC fire extinguisher.Controls/instrumantation: equipped with a hand throttle,steering wheel,foot pedals for for forward and reverse motion (operator controlled).rocker switch,joystick,and foot pedals to control attachment function. Gauges for engine oilpressure, engine coolant temperature,volts,engine hours,and hydraulic oil temperature. Indicator lights for, low coolant level, low oil level, engine overheated warning, low hydraulic oil, filter bypassing,park brake engaged,and differential lock engaged.Differential:equipped with a front hydraulic lock/unlock differential controlled by the operator inside the machine cab.equipped with a No-Spin differential in the rear axle.Hydraulic System: The hydraulic system shall have the following capacities and capabilities. 60 gallon hydraulic fluid reservoir, oil cooler system with swing out feature for cleaning, two hydraulic circuits shall be provided,one high pressure circuit delivering 65 GPM @ 5500psi for rotary ax operation and one delivering 43 GPM @ 2500psi for lift,tilt,bunch,gather and steer.oil shutoff valves on reservoir outlet lines that are interlocked with the engine starter.Tires: 4 each 27x32 wheels with reinforced flanges and 4 pneumatic tires 28L x 26,10 ply rated LS steel shield tires. Steering:Hydrostatic varible rate power steering with 42 degrees of articulation to the left and right shall be required.A steering wheel shall be required, levers are not acceptable and do not meet specification.Quick-Tach Mounting System.equipped with a quick attach/disconnect system that will enable the operator to quickly change from one attachment to another without using tools or leaving the operators cab.Cutting Head:equipped with a rotary cutting head that is capable of clearing a 8 foot wide path of brush that is 7 inches in diameter.with two free swing blades the re variable speed and controlled from the cab. Cutter blades shall be bolted to the drive bar to allow easy replacement of worn blades.A flexible guard chain shall be mounted forward and to the rear of the cutter head to minimize debris ejection.Guarding Package: This machine shall have the following guards or shields: engine hood protection guard,belly pan guard integral with frame,extended wrap-around tank rear bumper front and rear frame guards,spring loaded cable guards,pipe-cap type guards on wheels.Lighting Package:equipped with four halogen floodlights facing forward and two facing rear with Lexan protective covers.Winch: equipped with a hydraulic winch mounted on the rear, two speed,free spooling, and capable of 25000LB bare drum line pull.Warranty:Furnished with the standard factory warranty.Manuals:Furnished with operator's,parts,and detailed repair and service manuals.Summary:The above specifications are intended to provide information as to the size and type Land Clearing Machine required,while also providing information as to the acceptable salient characteristics. The information provided is considered to express the Government's minimum acceptable standards. Additionally any factory standard item,accessory,fixture,instrument or safety device normally provided in good commercial practice and not specifically mentioned shall also be provided.Delivery: The contractor shall deliver the equipment to Building 700 Fort Richardson Alaska, 99505 between the hours of 8:00am and 3:00pm Monday thru Friday excluding holidays.
