(301) 435-0368 Fax (301) 480-3345 It is the intent to the National
Heart, Lung, and Blood Institute of purchase the following items. Item
No. 1. Mobile, Interchangeable, Primate Enclosures:, Quantity Two (2)
each., the Enclosures compartment shall be approximately 8 ft. high
(outside dimensions) by approximately 12 ft. wide and approximately
17ft. long (to consist of approximately 170-200 square feet of useable
floor space for the animals) inside. Shall be made of 10
interchangeable wall panels with approximate dimensions of 5 ft. wide
and 8 ft high. Roof panels shall consist of 2 rectangular panels, and
2 end panels of an appropriate size to fill openings. Shall furnish and
install two automatic watering manual with two drinking values per
manifold with quick disconnect. Shall provide one personnel 32" (W) x
64" (H) and a minimum of one guillotine door per enclosures ( 12"x 12"
opening). Two center panels shall be furnished in each enclosure to
provide support and additional entertainment functions. Shall furnish
all hardware to connect components. Item No. 2. Furnish and Install
Interchangeable, interconnected Primate Procedure Enclosure; Quantity
One (1) each. The Procedure enclosure shall provide the capability to
interconnect to the housing enclosures (listed above). Shall allow the
placement of 12 -- 4.3 sq. ft. (26" D x 24" W x 35" H) squeeze back
cages. The enclosure shall have a minimum of 1 personnel door
approximately 32 inches wide and approximately 64 inches high and 2
guillotine doors approximately 12" wide x 12" high. Shipping,
Installation supervision/ training, and manuals. Shipping shall be done
in a manner that protect all equipment and parts. Any materials damaged
during shipment will be repaired or replaced at no cost to the
government. Installation supervision / training shall be done by the
manufacturer and will be done with the project officer ( Facility
Manager Primate Services Poolesville and a minimum of 1 other senior
animal caretaker. Installation will be complete when the enclosures
have been tested and all parts operate satisfactory. Shall be in
accordance with the Specifications. Requirement for Descriptive
Literature: Descriptive literature must be furnished as part of the
bid. The literature furnished must be identified to show the item in
the solicitation to which it pertains. The descriptive literature is
required to establish, for the purposes of bid evaluation and award,
details of the product the bidder proposes to furnish as to materials,
components, performance characteristics, etc. Failure of descriptive
literature to show that the product offered conforms to the salient
characteristics/specifica-tions and other requirements of this
Solicitation will require rejection of this bid. Failure to furnish the
descriptive literature by the date/time specified in the Solicitation
will require rejection of the bid. Descriptive literature is required
for evaluation purposes for Items #1 and 2. Site Visit: Interested
bidders are invited to inspect the proposed site of installation
located in Building 104, at the NIH, NIHAC, Poolesville, Maryland .
During the inspection, questions concerning the local conditions and
problems that may arise will be discussed. However, nothing done or
said during the inspection shall be considered as altering, modifying
or qualifying any contract resulting from this Invitation for Bids
unless such change is made in writing by the Contracting Officer. The
proposed installation site and surrounding area will be available for
inspection on 9/21/98 at 10:00a.m the NIH, NIHAC, Poolesville, Maryland
. Interested bidders shall contact Deborah Coulter at (301) 435-0368 by
Fiday 9/18/98 3:00pm. Interested bidders with appointments shall report
to Building 103, Conference Room 103 at the NIH, NIHAC, Poolesville,
Maryland not later than the time specified above. In no event will
failure to inspect the site constitute grounds for withdrawal of a bid
after opening or claim after award of contract. The Standard
Industrial Classification (SIC) Code is 3399, Size Standard is 750
employees, is applicable to this requirement. Award will be made to the
lowest priced, technically acceptable Offeror meeting the Government's
Specifications. The Offeror must provide descriptive literature
inclusive of specifications as part of the quotation. The Offeror must
include in their quotation, the unit price, the list price, the
delivery period after contract award, the prompt payment discount
terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet
Number (DUNS), and the Taxpayer Identification Number (TIN). The
quotation must reference "Request for Quotation"# NHLBI-PS-98-350.
Quotations will be due fifteen (15) calendar days from the publication
date of this synopsis. All responsible sources may submit a quotation,
which if timely received, shall be considered by the agency. Quotations
must be submitted in writing to the National Heart, Lung, and blood,
Institute, Contracts Operation Branch, Procurement Section, Rockledge
Building 2, Room 6143, 6701 Rockledge Drive, Bethesda, MD 20817-7902,
Attention: Ms. Deborah Coulter, Purchasing Agent. Fax quotations will
only be accepted if dated and signed by an authorized representative.
