of Contracting at Walter Reed Army Medical Center, Washington, DC has
a requirement for providing Reagents/Kits for the Microbiology
Laboratory. This is a combined Synopsis/solicitation for commercial
services prepared in accordance With the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This
solicitation documents and incorporates provisions and clauses in
effect through Federal Acquisition Circular 90-46. IAW with FAR
6.302-1, Only one Responsible Source and No other Supplies or Services
will satisfy agency Requirements. Walter Reed Army Medical Center
intends to negotiate on a sole source basis with Gen-Probe for the
Reagents and Kits. Standard Indsustrial Classification is 5047, and the
Small Business Size is 100 employees. This requirement contains 17
CLINs in estimated quantites for the purpose of issuing a firm fixed
indefinite delivery contract, that includes a base year and three
option years, to be exercised at the option of the Government. CLINs
0001 -- 0017 are the exact descriptions, quantities and delivery
schedule that will be used for the option years. The CLINS, decriptions
and delivery schedule are as follows: (1) Detection Reagent, 4 boxes
per month for 12 months (48); (2) C. traschomatis Kit, 2 kits per month
for 12 months (12); (3) N. Gonorrhea Kit, 2 kits per month for 12
months (24); (4) Pace 2C Combo (Bulk), 1 kit per month for 12 months
(12); (5) Group A strep kit, 5 kits per month for 12 months (60); (6)
PCA-CT Assay, 5 kits per month (60); (7) PCA-NG Assay, 1 kit per month
for 12 months (12); (8) Male collection kit, 1 kit per month for 12
months (12); (9) Female collection kit, 2 kits per month for 12 months
(24); (10) MTD amplified kit, 1 every 2 months (6); (11) M. Avium
complex, 1 kiet per month for 12 months (12); (12) M. Gordonae, 1 kit
per month for 12 months (12); (13) M. Kansas II, 1 every 2 months (6);
(14) M. Tuberculosis, 1 kit per month for 12 months (12); (15) B.
Dermatitidis, 1 during 1st shipment;; (16) C. Immitis, 1 during 1st
shipment (1); (17) H. apsulatum, 1 during 1st shipment (1). These
medical supplies shall be delivered to: DPALs, Microbiology Laboratory,
6825 16th ST NW, bldg T-2, Room #253, Washington, DC 20307-5000. FAR
Provision 52.212-1, Instruction to Offerors -- Commercial Items,
applies with the following addenda; paragraphs (h) and (i) of this
provision do not apply. The following factors shall be used to evaluate
offers: Evaluation will be based (1) Technical (a) Technical capability
of the item offered to meet the Government requirement and (b) Delivery
Terms ability to meet required delivery schedule and (2) Price. Factors
are equal in importance. Offerors shall provide a completed copy of FAR
Provision 52.212-3, Offeror Representation and Certifications --
Commercial Items, and 252.212-7000, OfferorRepresentations and
Certifications -- Commercial Items with their proposal,with the
followinbg addenda; 52.203-2, Certificate of Independent
PriceDeterminatio. FAR clause 52.212-5, Contract Terms and Conditions
Required to implement Statutes or Executive Orders -- Commercial Items
applies including: 52.203-6, 52.203-10, 52.222-26, 52.222-36,
52.222-37, 52.225-3; 52.225-9, 52.225-18, 52.000-4037, and 52.225-21.

Statutes or Executive orders Applicable to Defense Acquisition of
Commercial items applies inlcuding: 252-225-7001, 252.225-7007,
252.225-7036, 252.247-7024. The Defense Priorities and Allocation
Systems (DPAS) assigned rating for this procurement is C9B. Walter Reed
Army Medical Center intends to award a firm-fixed price contract.
