synopsis/solicitation for commercial items prepared in accordance with
the format of Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation, quotes are being
requested and a written solicitation will not be issued. This
procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA Ames Research Center has a need to procure a
Water Vapor Monitoring Radiometer Assembly, including antenna, mixer,
local oscillator, and intermediate frequency (IF) amplifier, to measure
the strength of the 183.3 GHz emission line of water in the
Stratosphere. The assembly will be mounted in a window of a modified
Boeing 747 SP aircraft and will operate at a fixed elevation angle over
the 20 years SOFIA lifetime. The system antenna must be compatible with
existing window plug designs for 747 aircraft. It must have a narrow
beam and a low side-lobe pattern. It must be compact to fit within the
volume (15" long x 10" wide x 10" high) and weight (12 lbs. maximum)
restrictions of the aircraft. The antenna assembly must include a
electrically activated flip mirror to allow mechanical switching of the
input beam between the antenna aperture and a black body reference. The
black body reference is not part of this procurement. Antenna
specifications are as follows: beamwidth (-3 dB), <1.25 degrees at
183.3 GHz; antenna clear aperture, 5.0+/-0.1 inches; antenna gain at
183.3 GHz, >45 dB; first side lobe, -25 dB or lower; and flip mirror
frequency, once per minute or faster. The 183.3 GHz mixer's center
frequency should be 183.31009 GHz+/-0.05 GHz. The local oscillator's
frequency should be 183.31009 GHz+/-0.05 GHz (direct mixer) or
91.65505+/-0.025 GHz (subharmonic mixer) and its frequency stability
should be 1PPM or better. The IF amplifier specifications should be as
follows: IF gain, 20 dB minimum; bandwidth (3 dB), 50 kHz or less to
500 MHz or more; output connection, SMA female; and output impedance,
50 ohms. The overall system specifications are as follows: input VSWR
ratio, 1.5:1 or less; system noise figure, 10.0 dB or less (double
sideband); operating temperature, +10 degrees C to +40 degrees C; DC
input power, 15 VDC @ 1.5 amps maximum. Test measurements are required
prior to delivery for noise figure, IF amplifier gain and antenna
pattern. Deliverables for this procurement are: 1) layout drawing, 2)
water vapor monitor assembly, and 3) test data package. The provisions
and clauses in the RFQ are those in effect through FAC 97-05. This
procurement is a total small business set-aside. See Note 1. The
Standard Industrial Classification (SIC) Code and the small business
size standard for this procurement are 3829 and 500 employees,
respectively. The quoter shall state in their quotation their size
status for this procurement. All qualified responsible business sources
may submit a quotation which shall be considered by the agency. Deliver
to NASA Ames Research, Receiving Section, Bldg. 255, Moffett Field, CA
94035 is required within 180 days after Purchase Order award. Delivery
shall be FOB destination. The DPAS rating for this procurement is
DO-C9. Quotations for the item(s) described above may be mailed or
faxed to the identified point of contact by the date/time specified and
include, solicitation number, FOB destination to this Center, proposed
delivery schedule, discount/payment terms, warranty duration (if
applicable), taxpayer identification number (TIN), identification of
any special commercial terms, and be signed by an authorized company
representative. Quoters are encouraged to use the Standard Form 1449,
Solicitation/Contract/Order for Commercial Items form found at URL:

Quoters shall provide the information required by FAR 52.212-1 with the
exception of (d) and (i). If the end product(s) quoted is other than
domestic end product(s) as defined in the clause entitled "Buy American
Act—Supplies," the quoter shall so state and shall list the
country of origin. The Representations and Certifications required by
FAR 52.212-3 may be obtained via the Internet at URL:

applicable. FAR 52.212-5 is applicable and the following identified
clauses are incorporated by reference: 52.222-3, 52.233-3, 52.222-26,
52.222-35, 52.222-36, 52.222-37, and 52.225-3. Addendum to FAR 52.212-5
is as follows: ARC 52.232-93. Questions regarding this acquisition must
be submitted in writing no later than September 18, 1998. Quotations
are due by 4:30pm PDT on September 29, 1998, to the attention of Sharon
L. Connolly and should be mailed to NASA-Ames Research Center,
M/S:241-1, Moffett Field, CA 94035. It is the quoter's responsibility
to confirm if the Government has received the faxed quotation.
Selection and award will be in accordance with FAR 52.212-2 with the
following evaluation factors: (1) technical acceptability, (2) past
performance, and (3) price. Technical acceptability will be determined
using information submitted by the quoter in sufficient detail to show
that the product quoted meets the Government's requirements. Quoters
must provide copies of the provision at 52.212-3, Offeror
Representations and Certifications -- Commercial Items with their
quote. See above for where to obtain copies of the form via the
Internet. An ombudsman has been appointed -- See Internet Note "B". It
is the quoter's responsibility to monitor this site for the release of
