combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This solicitation is issued
as an Request for Quotation (RFQ) and this includes all provisions and
clauses in effect through FAC 90-08 and DAC 91-13. Delivery shall be
FOB destination and any shipping charges shall be included in the
quote. The applicable SIC is 3577. All bids or requests for information
must reference RFQ# NMA202-98-Q-1169. The following shall be shipped to
NIMA@LMDC, NIMA/TAI MS, Attn: Stephen Long, Mail Stop N-59, 12300
Sunrise Valley Drive, Reston VA 20191-3438: Contract Line Item Number
(CLIN) 0001: 1 each MPEG-2 (ISO/IEC 13818) Half Resolution,
Remote-Controlled MPEG Transport CODEC/Encoder. Must provide
simultaneous MPEG-2 Half-Horizontal resolution Adaptive Field Frame
recording, playback and distribution, of data rates up to 16 Mbps. Must
also support MPEG-1 encoding. Must include a minimum of 9GB internal
video storage. Must include a 10/100Base-T Ethernet interface and
Software to allow encoder to operate over 10/100Base-T IP networks.
Encoder must be up-gradable to support Full Horizontal Resolution (the
cost of the actual upgrade is not included in this procurement, but
the vendor must certify that and upgrade is available at additional
cost). CLIN 0002: 1 each additional receiver channel for item at CLIN
0001. Must support NTSC composite and S-Video outputs, of data rates up
to 15 Mbps. Must include MPEG-2 genlock decoder, associated
sofware/manuals, and and all interface cables; CLIN 0003: 2 each
additional PCI MPEG-2 Decoder cards. Must operate under Win 95 (98),
WinNT. These cards will be installed in Government COTS workstations
(not part of the procurement) to view MPEG files and streams generated
by item at CLIN 0001.CLIN 0004: 10 each client licenses to support Web
page playback of live MPEG-2 streams and stored files generated by the
encoder at CLIN 0001, using MPEG-2 playback hardware assist by CLIN
0003 decoder cards or software only playback (Win 95(98) and WinNT) of
MPEG-1 files.Government desires, but does not require, that items at
CLINs 0001 and 0002 support SMPTE 259M SDI interfaces, either as
capbilities or as an upgrade option.Delivery requirement is 30 Days

shall ensure and acknowledge in the bid that all information technology
such as: hardware; software; and firmware delivered under this contract
that is required to perform date/time processing involving dates
subsequent to December 31, 1999, be Year 2000 compliant pursuant to the
following definition: Year 2000 compliant means, with respect to
information technology, that the information technology accurately
processes date/time data (including, but not limited to, calculating,
comparing, and sequencing) from, into, and between the twentieth and
twenty-first centuries, and the years 1999 and 2000 and leap year
calculations, to the extend that other information technology used in
combination with the information technology being acquired, properly
exchanges date/time data with it. AND (v) As provided in 10 U.S.C.
2422, no person may, except with the written permission of the
Director, National Imagery and Mapping Agency, knowingly use the words
"National Imagery and Mapping Agency" or "Defense Mapping Agency", the
initials "NIMA" or "DMA", the seal of the National Imagery and Mapping
Agency or the Defense Mapping Agency, or any colorable imitation of
such words, initials, or seal in connection with any merchandise,
retail product, impersonation, solicitation, or commercial activity in
a manner reasonably calculated to convey the impression that such use
is approved, endorsed, or authorized by the Director, NIMA. Whenever
it appears to the Director, NIMA that any person is engaged or about to
engage in an act or practice which constitutes or will constitute
conduct prohibited by paragraph (a), the Attorney General may initiate
a civil proceeding in a district court of the United States to enjoin
such act or practice. Such court shall proceed as soon as practicable
to hearing and determination of such action and may, at any time
before such final determination, enter such restraining orders or
prohibitions, or take such other action as is warranted, to prevent
injury to the United States, or to any person or class of persons for
whose protection the action is brought. Bids including a copy of this
announcement, all information and certifications required above, as
