and Space Administration(NASA) intends to solicit proposals for
measurement concepts as part of the New Millennium Program in support
of the Office of Earth Science(OES). The New Millennium Program(NMP)
will seek proposal for measurements concepts leading to advanced
instruments which will be validated on future flight missions in
support of OES technology development and science research. The
Research Announcement will solicit analytical studies for innovative
measurement concepts which have the highest potential to evolve into
instruments that can be validated on a NMP technology validation
mission. These missions need not be limited to free flying satellites
either launched independently or co-manifested with another satellite,
but can include a demonstration instrument on a non New Millennium
launch or hitchhiker on the shuttle. The New Millennium Program is a
technology validation flight program. The primary goal is to
demonstrate and validate a suite of selected "leap ahead" advanced
technologies that will aid NASA in realizing its vision for exciting,
affordable science missions in the 21st century. Breakthrough
technologies selected from the existing technology "pipeline"-from the
ongoing technology programs of NASA, other government agencies,
industry and academia- will be developed in partnership with NMP. The

http:/www.hq.gov/office/mtpe/ under the ESE Research Announcements or
via anonymous ftp at ftp.hq.nasa.gov/pub/mtpe. A paper copy will be
available to those who do not have access to the Internet by calling
(202) 358-3552 and leaving a voice mail message. This announcement will
be open for the period from September 25, l998 through 4PM EST November
24, 1998, and proposals may be submitted at any time throughout that
period. This NASA Research Annoucement constitutes a broad agency
announcement in accordance with the Federal Aquisition Requisition
