forty-eight (48) month completion effort to develop, integrate, test,
and support an Information Assurance: Automated Intrusion Detection
Environment (IA:AIDE) on various U.S. Government information systems
located at installations throughout the world while maintaining a
homogeneous network linkage among these systems. Also, to provide for
additional as yet undefined enhancements and expansions to the systems
as these requirements become known. The Advanced Concept Technology
Demonstration (ACTD) will demonstrate an intrusion detection
integration and correlation infrastructure that will help to fill the
gaps in current intrusion detection capabilities, allow correlation of
sensor data between agencies and commands, and provide valuable
near-real time information and warnings about the attacks on DoD
information systems. A read library containing technical information
relating to this acquisition is available for review by potential
offerors on line at Air Force Research Laboratory WebSite containedin
this notice. The solicitation is expected to be released on or about 16
Oct 98. Refer to the web link in this notice for any milestone updates.
When it is issued, the solicitation will be posted to the Rome Research
Site Business Opportunities Page at the web link contained in this
notice. Hard copies will be mailed to those registered. SECRET
clearances will be required for performance. An Ombudsman has been
appointed to hear significant concerns from offerors or potential
offerors during the proposal development phase of this acquisition.
Routine questions, such as clarifications of the Statement of Work or
the terms and conditions, are not considered to be "significant
concerns" and should be communicated directly to the Contracting
Officer, Gary L. Slopka, 315-330-3204. The purpose of the Ombudsman is
not to diminish the authority of the contracting officer or program
manager, but to communicate contractor concerns, issues, disagreements
and recommendations to the appropriate Government personnel.
TheOmbudsman for this acquisition is Vincent Palmiero, Chief, Policy
and Management Branch, at 315-330-7746. When requested, the Ombudsman
will maintain strict confidentiality as to the source of the concern.
The Ombudsman does not participate in the evaluation of proposals or in
the source selection process. The Ombudsman should only be contacted
with issues or problems that have been previously brought to the
attention of the Contract Specialist/Contracting Officer and could not
be satisfactorily resolved at that level. See Numbered Note 26. No
telephone requests for the solicitation will be honored. All requests
must be addressed to the attention of the Contract Specialist, Doug
Rosenthal, reference the code G-9-2300-D, and contain the respondent's
