Arizona is conducting a Commercial Activites Study to provide the Army
Child and Youth Development Services center-based program. This is a
high-quality, developmental, and cost effective child centered program
for active duty military, DOD civilian and contractor workforce within
the USAYPG, AZ area. Developmentally appropriate practices are in
accordance with the National Academy of Early Childhood Programs. The
contractor must retain Department of Defense certification and meet all
criteria contained in the Military Child Care Act (MCCA) of 1989.
Mandatory minimum staff/child ratios are as follows: Infants (6 WK-12
MO), Ratio 1/4; Pre-toddlers (12 MO-2 YR), Ratio 1/5; Toddlers (24 MO-3
YR), Ratio 1/7; Preschool (3 YR-5 YR), Ratio 1/10; School Age (6 YR-8
YR), Ratio 1/15; School Age (9 YR-12 YR), Ratio 1/15; Teens (13 YR-18
YR), Ratio 1/25. Average daily attendance for July 1998 was: Infants --
5; Pre-Toddlers -- 7; Toddlers -- 7; Pre-School 19; CDC ADA -- 38;
Intersession -- 20; YS -- 13. All responsible, interested parties may
