This pre-solicitation notice is released to announce a 21st Space Wing requirement to contract for Operations, Maintenance and Support (OM&S) of the Solid State Phased Array Radar System (SSPARS). Radar site locations include Site 1 (Cape Cod AS, MA), Site 2 (Beale AFB, CA), BMEWS I (Thule AB, GN), BMEWS II (Clear AS, AK) and BMEWS III (Fylingdales, UK). All the sites require OM&S and Jam Resistant Secure Communications. In addition, Cape Cod and Clear require Environmental Services; Thule, Clear and Fylingdales require Sensitive Communications; Thule requires HF Global Communications; and Clear and Fylingdales require MilStar services. At Clear, in conjunction with the normal requirements stated above, the radar site is currently being upgraded. A new radar facility is being constructed and the project is entitled "Clear Radar Upgrade" (CRU). The old radar will continue to be operated during the construction and testing of the CRU which is scheduled to be completed in the year 2000. The successful SSPARS contractor will be responsible for operating not only the old radar, but also the CRU as it becomes operational. Once the CRU is fully operational, the old system will be closed and dismantled. The dismantling is not a part of this solicitation. The request for proposal (RFP) will be available for release on or about 30Sep98 and will be posted on the 21 Space Wing Contracting homepage. It is anticipated that a source selection approach will be used for this acquisition. Full and open competition with large and small business firms is contemplated.
