announce a 21st Space Wing requirement to contract for Operations,
Maintenance and Support (OM&S) of the Solid State Phased Array Radar
System (SSPARS). Radar site locations include Site 1 (Cape Cod AS, MA),
Site 2 (Beale AFB, CA), BMEWS I (Thule AB, GN), BMEWS II (Clear AS, AK)
and BMEWS III (Fylingdales, UK). All the sites require OM&S and Jam
Resistant Secure Communications. In addition, Cape Cod and Clear
require Environmental Services; Thule, Clear and Fylingdales require
Sensitive Communications; Thule requires HF Global Communications; and
Clear and Fylingdales require MilStar services. At Clear, in
conjunction with the normal requirements stated above, the radar site
is currently being upgraded. A new radar facility is being constructed
and the project is entitled "Clear Radar Upgrade" (CRU). The old radar
will continue to be operated during the construction and testing of the
CRU which is scheduled to be completed in the year 2000. The successful
SSPARS contractor will be responsible for operating not only the old
radar, but also the CRU as it becomes operational. Once the CRU is
fully operational, the old system will be closed and dismantled. The
dismantling is not a part of this solicitation. The request for
proposal (RFP) will be available for release on or about 30Sep98 and
will be posted on the 21 Space Wing Contracting homepage. The

Written requests may be sent to 21 CONS/LGCXB, 135 East Ent Avenue,
Suite 101, Peterson AFB, CO, 80914-1385. The subsequent contract will
include a forty-five day phase-in/phase-out period (16Aug99 --
30Sep99), abasic year commencing 1Oct99 through 30Sep00 and four one
year options. Please include with any written request for the RFP the
following information: a) state your interest in the acquisition; b)
identify your point of contact by name including voice and fax number,
and e-mail/URL address if available; and c) size of your firm. It is
anticipated that a source selection approach will be used for this
acquisition. Full and open competition with large and small business
firms is contemplated. All responsible sources may submit a proposal
