combined synopsis/solicitation for commercial services prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. The Request for Quotation
number is DTCG37-99-Q-6SP001 and incorporates provisions and clauses in
effect through Federal Acquisition Circular 97-06. This solicitation is
set-aside 100% for small business. The SIC code is 7381. The small
business size standard is $9.0 million dollars annual receipts. The
contract type will be firm fixed price. The Government proposes to
solicit quotes for commercial security guard services that meet the
following statement of work: Statement of work: GENERAL: The Contractor
shall provide General Gate Sentry Service for the Coast Guard
Integrated Support Command, San Pedro Ca. SCOPE OF WORK: Gate Sentry
Service under contract with the U. S. Coast Guard willnormally perform
eight(8) hours of standing unarmed uniformed guard service at the main
entrance gate to Reservation Point. The 24 hours in which the gate will
be manned daily is shared with the Immigration and Naturalization
Service (INS), and the Bureau of Prisons (BOP). LOCATION AND BUILDING
STRUCTURE: The sentry building is located at the entrance to
Reservation Point and is adjacent to the main entrance of the Federal
Correction Institute/Bureau of Prisons. The main service road that the
gate protects provides direct access to both the Department of
Immigration and Naturalization Service (INS), and the U.S. Coast Guard.
The building is an enclosed stucco structure with toilet facilities.
One large and two small sliding windows provide viewing of the entrance
area. DUTIES & RESPONSIBILITIES: The gate sentry's primary
responsibility is to prevent the access of unauthorized people and
vehicles to Reservation Point. In doing so, the gate sentry will be the
first, last, and sometimes only contact that avisitor has with the
Integrated Support Command. He, or she, will frequently encounter
high-ranking military officers and important civilian officials
approaching the gate. Impressions of the Integrated Support Command and
of the Coast Guard will be formed based upon the gate sentry's
performance and professional demeanor. The sentry will perform the
following duties: a. Control all pedestrian and vehicle traffic
attempting to pass through their gate. Sentries shall allow authorized
persons and vehicles to pass, but shall deny passage to unauthorized
persons and vehicles. b. Direct authorized people to the proper
destination on Reservation Point, if necessary. c. Salute all
appropriate vehicles having officer stickers from any branch of the
Armed Forces. Any vehicle reasonably expected to be transporting an
officer, such as an Admiral's government vehicle, shall be rendered a
salute. d. All other appropriate vehicles shall simply be given the
signal to pass. (Covered in section 8 below) e. Stop and verify all
identification cards of pedestrians not personally known to the sentry
who has authority to enter Reservation Point. f. Sentries may move
anywhere within the roadway area surrounding the gatehouse to better
control traffic. g. Sentries may be seated inside the gatehouse only
when no vehicles or pedestrians are approaching the gate. Sentries
shall immediately stand when it becomes obvious that someone is
approaching the gate and remain standing until everyone has gone. 5.
FREQUENCY OF SERVICE: The contractor shall provide one eight (8) hour
shift daily gate house shift adjacent to the BOP credit union building
and the main entrance to the prison. 6. TIME OF SERVICE: The
contractor shall stand an alert watch in the specified area of section
5 above, between the hours of 11:45 PM. until 7:45 a.m. The sentry
will relieve one of the two government agencies (to be determined) at
the designated time, and subsequently be relieved by the other. 7.
MEALS/SNACKS: Sentry shall maintain a constant watch of Reservation
Point gate entrance, so no designated breaks are allowed. All meals or
snacks will be consumed in the guard shack while no vehicle/pedestrian
traffic is present. No vending machines or drinking fountains are
available for use. 8. SPECIAL SKILLS/TRAINING: The gate sentry must be
in good physical condition and be able to stand for long periods of
time. Training in the use of force, firearms, baton, and chemical
agents are not necessary. The contracting officer's representative will
provide the necessary training and materials for the sentry to properly
identify authorized personnel and vehicles to enter Reservation Point.
9. DESIGNATED CONTRACTING OFFICER'S REPRESENTATIVE (COR): The person
identified below is hereby designated as the contracting officer's
representative. The responsibility of this representative is to ensure
that the Government's objectives are met. To this end, the
representative will provide necessary information, direction and
coordination within the contractual work description. Changes that
affect the articles, terms or conditions of this contract will be
accomplished through the contracting officer who is the only person
authorized to bind the Government to contract. The Contracting
Officer's Representative is CWO4 L. Sandoval, USCG 10. Period of
performance: The period of performance for this order is 01 Oct 98
through 30 Sept 99. PROVISIONS: The following FAR provisions apply to

It has been determined that this order will require one individual
described as a Guard I under SCA Directory of Occupations code 27101.
FAR 52.222-42, Statement of Equivalent Rates for Federal Hires (29
U.S.C. 206 and 41 U.S.C 351, et seq). For the purpose of this order a
Guard I (GS-4), ($6.80 per hour) will be used. An addendum is included
to incorporate clause 52.219-6, Notice of Total Small Business
Set-Aside. Offers are due on September 18, 1998, 5:00pm local time.
