Agency intends to negotiate a sole source simplified acquisition with
Duke University Medical Center, Box #3412, Dept. of Psychiatry,
Durham, N.C. 27710 for the conduct of studies to assess the effect of
adult and developmental exposure to Pfiesteria toxin preparations. The
conduct of these studies constitutes a continuation of previous work
conducted by Dr. Edward D. Levin using an experimental protocol
previously developed by Dr. Levin of Duke University. The purpose of
these studies is to assess the effects of toxicants on cognitive
function and possible therapeutic treatments for toxicant-induced
cognitive deficits. It is anticipated that the period of performance
will be from date of award through July 30, 1999. The proposed contract
action is for services for which the Government intends to solicit and
negotiate with only one source under the authority of FAR 6.302. EPA
believes that Dr. Edward D. Levin/Duke University is the only
contractor capable of satisfyingthe requirements stated above. Dr.
Levin and Duke University are uniquely qualified to conduct this work
given the fact that use of their previously developed experimental
protocol is essential, and the fact that this work will be building
upon their previous findings and experiments in determining the correct
dosages of the toxins required to conduct these studies. No
solicitation is available. This notice of intent is not a request for
competitive proposals. All interested parties must identify their
interest and capability to respond to the requirement within 15 days of
the date of this announcement. A determination by the Government not to
compete with this proposed contract based upon responses to this notice
is solely within the discretion of the Government. Telephone or fax
