S -- CLASS 3 FOOD AND BEVERAGE VENDING MACHINE SERVICES FOR THE INMATE POPULATIONS OF MDC LOS ANGELES AND FCI TERMINAL ISLAND, BOTH LOCATED IN THE LOS ANGELES AREA SOL RFQ 279-0003 DUE 092498 POC Contact Patricia Schroeder, Contracting Officer, (925) 803-4769 This is a modification to extend the opening date to September 24, 1998 at 2:00 p.m. for RFQ 279-0003, to provide additional information, and to change the specifications. The RFQ is for the provision of food and beverage vending machine service at the Metropolitan Detention Center, Los Angeles, CA (MDC-LA) and the Federal Correctional Institution, Terminal Island, CA (FCI-TI). The FAR clauses and provisions in effect are those through FAC 90-05 instead of FAC 90-06 as originally stated. Coinless vending program specifications shall be Debitek only. Delete the following sentence from the original equipment specifications: "When disconnected from the PC, the Encoder/reader functions as a stand alone read only unit." Add Magnetic Card Specifications: Note: The specifications listed below address the needs of the coinless vending program. However, in addition to the coinless vending stripe, the stripe shall have a high coercivity three track American Bank Association (ABA) stripe for another application. The addition of an ABA stripe does not affect the requirements listed as follows: 1) Overall card dimensions -- Thickness shall not be less 0.022" or greater than 0.032". Length shall be 3.375" + 0.030". Width shall be 2.120" + 0.010". Corner radii shall be 0.125". 2) Magnetic stripe dimensions -- coinless vending stripe width shall be a maximum of 0.150". Minimum distance of the near edge of the stripe to the nearest card edge shall be 0.288". Maximum distance of the far edge of the stripe to the near edge of the card shall be 0.498". The magnetic stripe shall not be recessed below the surface of the card. The region from the insert edge of the card for a distance of 1.875", within 0.150" of the stripe shall be flat, and have no more than one positive and negative slope. Magnetic Stripe Characteristics: The stripe shall be flat and free of pits and bumps. Coercivity of the stripe shall be 3200-3600 Oersted. The inmate population at each facility is approximately 1000. There is a monthly inmate Commissary spending limit of $175.00, with a maximum of $30.00 sold at any one time in vending credits with a maximum of $40.00 in possession. FY-97 gross sales volume range for Class 3 vending at FCI-TI and MDC-LA was between $80,000.00 and $140,000.00. Proposed profit is expected to be at least 18%.
