UTILITY PRIVATIZATION PROJECT The US Army Engineer District New York will be soliciting proposals for a single firm to own, operate, and maintain four utility distribution systems at Fort Hamilton, Brooklyn, New York. This project is part of the Department of Defense Reform Initiative for Privatization of Utilities. Utility distribution systems to be privatized at Fort Hamilton are electric, gas, water, and wastewater. It is anticipated that the Fort Hamilton Utility Privatization solicitation (RFP) will be issued in November 1998. A separate CBD announcement will be made concerning this RFP. Prior to issuance of this solicitation, the New York District will issue a Utility Privatization Procurement Workscope for industry comment. This document will be available on the District Website at http://www.nan.usace.army.mil. This is NOT a solicitation and proposals are not requested; however, Industry is invited and encouraged to review it and send written comments to the New York District concerning the procurement approach as set forth in the procurement workscope document. While the District will not respond individually to comments, they will be considered by the Corps in preparing the Utility Privatization RFP. To further this dialog with industry, an Industry Forum will be held on 20 Oct 1998, 9:00-11:00am, at Fort Hamilton Community Club, Brooklyn, New York. All interested firms are invited to attend. Participation in this project is not limited to regulated utility companies. Changes, updates, and additional information concerning this project will be posted on the Website.
