The Billings Area Indian Health Service intends to issue a sole source, fixed-price contract to Johnson Controls, Inc., under the authority of FAR 6.302. The HVAC system at the Heart Butte Clinic is not compatable with the system at the Blackfeet Hospital. This sole source acquisition would allow the use of one service/repair contract, resulting in the best value to the Government. Due to the isolated location of the Heart Butte Clinic from the Blackfeet Hospital, remote control from the hospital is required. The proposed contractor will replace the current Trane HVAC controls system with a Johnson Controls HVAC controls system at Heart Butte, Montana. This is not a request for quote, however, all inquiries received on or before September 25, 1998, will be considered. A determination not to open the requirement for competition based on responses to this notice is solely the discretion of the Contracting Officer.
