Contact, Amy Timmermann (301) 757-5901/Contract Specialist This is a
market survey by the Navy Unmanned Air Vehicles Program Office
(PMA-263) of the Program Executive Office, Cruise Missiles and Unmanned
Aerial Vehicles [PEO(CU)] to determine the existence of sources who
have demonstrated the capability to design, build, and manufacture a
VTOL Tactical Unmanned Air Vehicle (VTUAV) system. The program office
is considering various acquisition strategies to include
commercial/NDI, competitive design, and a competitive fly-off. The
program plans a new start in FY00, with IOC by 4QFY03. A draft
Operational Requirements Document (ORD) and performance matrix summary
of the VTUAV System is presently posted on the UAV web page at
http://206.138.40.78/vtol. (Site subject to change in the near future;
updated site information will be published in CBD) All interested
parties are invited to access and download information from this site.
The VTUAV System will be used afloat by Navy units and ashore by USMC
units and will provide local commanders near-real time imagery and
data to support Intelligence Surveillance and Reconnaissance (ISR)
requirements. The VTUAV system will replace all Pioneer UAV systems for
all tactical echelons, and add extra systems. The objectives of this
market survey are to: Identify opportunities for using commercial items
or services; determine the availability of existing non-developmental
items; determine the capabilities for integration of an air vehicle
with developed components; provide a basis for writing product
descriptions and a statement of work; and develop an acquisition
strategy, solicitation, and contract that take advantage of commercial
practices and encourage competition. Respondents are requested to
provide: a description of their VTOL system(s), which correspond to the
draft ORD; an assessment of the systems' qualifications as COTS/NDI,
modifications that might be required to meet ORD requirements; impacts
on their VTOL systems due to the integration of the Government
developed/provided components (e.g. TCS, TCDL, Versatron DS-12); data
to be provided by the Government to facilitate integration of the
Government developed/provided components; estimates (of cost and
schedule) for both a fly-off competition and a design competition,
followed by appropriate EMD, to IOC in fourth quarter, FY03 logistics
philosophy (include as many of the ten elements as possible), related
experience and products; and production capability for systems, per
year. Written inputs are due not later than COB November 2, 1998 to the
