41-Furnish a 170 Ton Electric Drive Centrifugal (R-123) Chiller The
purpose of this modification is to define the performance
characteristics that are minimum requirements for the chiller and to
correct administrative errors. This synopsis replaces CBDNet notice
number 248290 published on September 10, 1998. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. This synopsis/solicitation is issued
as a Request for Proposal (RFP).. Simplified acquisition procedures
shall be utilized. This solicitation and incorporated provisions are
those in effect through FAC 97-05 and DAC 91-13. Reference Solicitation
Number: F01600-98-Q1698. This acquisition is to purchase a new 170 ton
electric drive centrifugal (R-123) chiller Trane Model No. CVHE
320-142-213-032S-230-IECV-28-032l-250-IECV-28 or equal in accordance
with the following minimum specifications: The 170-ton chiller
performance shall be certified in accordance with ARI Standard 550-92.
Capacity shall be 170 tons at 45 degree F leaving water temperature
and 85 degree F entering condenser water temperature. Compressor
maximum KW at 170 tons is 98 KW. Chiller partload performance APLV is
.570. Chiller voltage is 460/60/3. Maximum full load amps is 135.
Maximum in rush amps is 420. Evaporator flow is 408 GPM at 14.0 Ft.Max
WPD. Condenser flow is 510 GPM at 14.0 Ft. Max.WPD. The sound pressure
shall be measured in accordance with ARI Standard 575-87. Maximum sound
pressure level shall be 78 dBa. The following items shall be included.
1) Industrial design centrifugal compressor; (2) MicroComputer control
panel with the following safety and control features: 1) alphanumeric
display annunciates the following operating parameters: entering and
leaving chilled water temperatures; entering and leaving condenser
water temperatures, refrigerant pressures, oil pressure differential,
percent motor current, 2) digital keypad entry allow for programming
of: leaving chilled water, percent current limit (40% to 100%),
automatic load limiting on start-up (400% to 100%, 1 to 255 minutes)
time remaining in load limiting cycle displayed; 7day/24hour start/stop
schedule with holiday function; Allowable range of chilled water
temperature reset for DDC system and automatic printout function of
operating log, 3) interface capabilities for: chilled water pump
start/stop, condenser water pump start/stop, chilled water reset from
an external signal, cycling shutdown annunciator "Run" signal; Remote
"Ready to Start" signal, Printer to provide hard copy of log reports,
alarms, etc, 4) alphanumeric display annunciates the following safety
and cycling shutdowns and warning conditions. Time and day of
safety/cycling shutdown and type of restart required (automatic or
manual) annunciated: low water temperature, Power fault, high
compressor discharge temperature high oil pressure, low oil pressure,
low evaporator pressure, high condenser pressure, motor starter
shutdown, chilled water pump interlock, remote stop (from DDC system),
high condenser pressure limit in effect, low evaporator pressure limit
in effect. Evaporator differential pressure switch; Evaporator factory
insulated; Current limit and temperature reset interface boards;
Condenser water readout; Factory mounted solid state or reduced voltage
starter. Factory piped, refrigerant cooled oil cooler;. HCFC-123
refrigerant charge.; Marine water box on condenser. Start-up and
training of operational personnel shall be included as separate pricing
with the submission of your offer. The start-up and training will be
conducted on-site. Delivery date and place of delivery shall be not
later than 90 days after receipt of purchase order. Inspection and
delivery shall be at FOB destination point; 42CES/CEOG, 115 South
Butler Street, MAFB-Gunter Annex, AL 36114. Warranty provisions and
installation information shall be included with your offer. The
Government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be most advantageous to the Government. The following provisions and
clauses apply to this acquisition: 52.512-1, Instructions to
Offerors-Commercial; 52.212-2, Evaluation-Commercial items, The
specific evaluation criteria under paragraph (a) of FAR 52.212-2 are:
(a) price; (b) technically acceptable; (c) past performance. All
evaluation factors other than price when combined is approximately
equal to price. 52.212-3, Offerors Representations and Certifications
Commercial Items (Offerors must include a completed copy with their

made to the responsible offeror whose offer conforms with all
requirements of this solicitation. The CLIN's awarded will be subject
to availability of funds. Preference will be given to those quotations
based on Federal Supply Schedules: Offerors should include GSA
contract number, expiration date, terms and conditions of specific GSA
Schedule and item description with specifications that comply with the
item described above. The quotation shall be submitted not later than
