the Contracting Officer., jo_c_escalera@sd.fisc.navy.mil. The Fleet
and Industrial Supply Center, San Diego (FISC-SD), CA is issuing this
"Market Research -- Sources Sought" synopsis. Industry comments will be
accepted by email. The objective of a market research is to determine
if existing commercial or non-developmental items are available or
could be modified to meet the Government's needs. The proposed
acquisition is for Building Trades Material for use by Department of
Defense (DoD) activities in the state of Texas. It is anticipated that
delivery orders and payment will be based upon the DoD purchase card
program. If the market research establishes that the Government's need
may be met by a type of item or service customarily available in the
commercial marketplace that would meet the definition of a commercial
item at FAR Subpart 2.1, the contracting officer shall solicit and
award any resultant contract using the policies and procedures in FAR
Part 12. The FAR on-line web site is located at
http://farsite.hill.af.mil/vffar1.htm. FISC-SD is researching market
capabilities of companies who provide Building Trades Material, provide
contractor-owned facilities to store items, and offer their products
for sale to the general public and/or the Government. Customers may
desire to pick up their items at the contractor facility, or have the
items delivered by the contractor. Historically, building trades items
consumed by DoD contracts have included, but are not limited to the
following: Adapters, adhesives, anchors, angle irons, ballast tubes,
belts, bits (auger), bits (drill), rotary hammers, blades, bolts, box
connectors, box utility, brushes, bushings, caps (copper, pipe, slip),
capacitors (motor), ceiling tile, cement, chain saws, chemical
pesticides, circuit breakers, compressors, conduits, connectors, copper
Tubing, couplings, doors, drier liquidline, elbows, faucets, fence
(chain link), filters, fittings, freon, fuses, gaskets, glass, gutters,
heater (water), hinges, hooks, hoses, insulation, key blanks, ladders,
lamps, light fixtures, locks, lumber, motors, nails, nipples
(iron/galvanized), nuts, paint, pipes, reducer (bell pipe), relays,
sandpaper, saw blades, screws, seals, sheetrock, split bolt connectors,
straps, switches, tapes, tees, thermostats, transformers, tube
(copper), unions, valves, wall plate switch, washers, weatherheads,
wires, wrench pipes, zinc rich, etc. There may be other items, which
have historically been purchased through Building Trades Catalogs. If
a Request for Proposal (RFP) is issued from FISC-SD, the Contracting
Officer anticipates an Indefinite Delivery/Indefinite Quantity -- type
contract. It is also anticipated that the RFP will include a Statement
of Objectives (SOO), oral presentations of Technical Proposals, and the
performance period will be a base year with four option years. Please
note, this is not a request for a proposal nor does the Government
intend to pay for any information provided by industry in response to
this market research -- sources sought synopsis. When responding to
this synopsis, please provide your company name & address, point of
contact & phone number, and your business size. Contact the Contracting
Officer by email, if you would like to participate in an interactive,
on-line communication or interchange meeting with contracting and the
customer. You may also submit catalogs, product literature published by
manufacturers, distributors, and dealers, and/or provide your available
on-line product web site address. The cutoff date for responses is 30
September 1998. Small businesses are strongly encouraged to
participate. Posted 09/14/98 (W-SN249554). (0257) Loren Data Corp. http://www.ld.com (SYN# 0270 19980916\56-0002.SOL)
