dated 7/21/98, and modified on 7/23/98 and 7/28/98 is modified by a
complete rewrite. The Immigration and Naturalization Service, Dallas,
Texas is issuing a combined synopsis/solicitation for commercial items
prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. THIS
ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING
REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation
No. ACD-98-Q-0026 is being issued as a Request for Quotation. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-05. The standard
industrial classification code is 3648, Lighting Equipment, Not
Elsewhere Classified, and has a small business size standard of 500
employees. Contract term shall be a base year, beginning on the date of
contract award, plus a one-year option period. The contractor shall
deliver light towers (meeting specifications below), ready for
immediate operation by the government. Only one award will be made.
Quoters are requested to submit quotes for each of the Contract Line
Item Numbers (CLINs) as follows: CLIN 0001, Portable Light Tower, 105
EA, minimum guaranteed; CLIN 0002, Portable Light Tower, 1 -- 25 EA;
CLIN 0003, Portable Light Tower, 26 -- 50 EA; CLIN 0004, Portable Light
Tower, 51 and up; CLIN 0005, Lamp, High Pressure Sodium (HPS), 24,000
Hrs, 64 EA, minimum guaranteed; CLIN 0006, Lamp, HPS, 24,000 Hrs, 1 --
15 EA; CLIN 0007, Lamp, HPS, 24,000 Hrs, 16 -- 30 EA; CLIN 0008, Lamp,
HPS, 24,000 Hrs, 31 -- 45 EA; CLIN 0009, Lamp, HPS, 24,000 Hrs, 46 and
up. Option Year: CLIN 0010, Portable Light Tower, 1 -- 25 EA; CLIN
0011, Portable Light Tower, 26 -- 50 EA; CLIN 0012, Portable Light
Tower, 51 and up; CLIN 0013, Lamp, HPS, 24,000 Hrs, 1 -- 15 EA; CLIN
0014, Lamp, HPS, 24,000 Hrs, 16 -- 30 EA; CLIN 0015, Lamp, HPS, 24,000

government will order a minimum of 105 Portable Light Towers and 64 HPS
Lamps, and an estimated maximum quantity of 300 Portable Light Towers
and 200 HPS Lamps throughout the base period of the contract. FOB
Point: Destination, to following Texas locations: McAllen, Brownsville,
Los Fresnos, Laredo, Del Rio, Marfa, or El Paso. Actual ship-to
addresses to be specified in the delivery orders. Guaranteed Minimum to
be orderd is 105 Portable Light Towers 64 HPS Lamps in the base year,
with the first 100 Light Towers and 40 Lamps delivered to the McAllen
Border Patrol Sector, and 5 Light towers and 24 Lamps delivered to the
Deming, NM Border Patrol. Required delivery date: 30 calendar days
after receipt of order for first 12 Portable Light Towers of any size
order and 6 Portable Light Towers every 15 days thereafter until order
is complete. Delivery of the Lamps shall be up to 64 EA (to
destinations described above) 30 calendar days after receipt of order
with the balance due 30 days later. The contractor shall provide a
mobile light tower package that includes a water-cooled diesel engine
attached to a 6000 watt or greater generator wired for 120/240 volt
single phase. The light towers shall have a standard manufacturer's
warranty. Each Light Tower shall include four high pressure sodium
(HPS) lamps (24,000 Hours) rated life Hrs with soft orange color
mounted to 30" or higher telescoping tower. Lights shall have quick
disconnect lamp connections that plug into a weather proof receptacle
box on the top of the tower, with UL and CSA approved connector. Light
fixtures may be stored/mounted on the outside of the metal cabinet.
Combined components shall be assembled on a two wheel towable trailer
with a protective cabinet for engine-generator and associated
components. The cabinet shall be coated with a protective corrosion
resistant paint. Engine -- 10.5 or more horse power at 1800 RPM, blower
type fan; engine to be mounted on trailer frame with anti-vibration
engine mounts; electric 12 volt start and stop with glow plug
preheating; low oil and high temperature shutdown; quiet type muffler
with protective guard or shroud; coolant recovery system; 12 volt
battery with battery lockdown; spin on oil and fuel filters;
replaceable dry type air cleaner; and a fuel tank with 30 gallon
capacity with 3" fill neck on fuel tank to run for at least 60 hours.
Generator -- a single bearing generator with a 120/240 volt, single
phase, 60 Hz, 1800 RPM minimum rate at 6000 watts or more. Control
Panel -- Shall be located inside the light tower compartment; have four
toggle switches, one for each floodlight, protected by 20 amp circuit
breaker and time and battery charging indicator meters; Key and switch
for starting and stopping; one 120 volt receptacle mounted to control
panel, circuit breaker protected. Telescoping Tower -- 30' or more
extended telescoping frame; galvanized, zinc plated, or powder coated
to prevent binding, friction or rusting; 1500 pound rated material self
braking winch to raise the tower; 4000 pound rated galvanized boom
cable; tower that is able to rotate 360 degrees with grease fittings
for the rotating device and a pop-in anti-rotating mechanism and
tension knob to eliminate vibrations between rotating sections. Lift
Attachments -- sleeves located on top of boom telescoping section,
accessible from side entry; cable guide with pulley system which allows
wear to the telescoping cable. Tower Electrical Cable -- a retractable
cord design that is protected in the storage position; rated for 600
volts; a wiring box that is located on the outer boom section for
making cord connections between the cord and the ballast system.
Enclosure -- compartment constructed of a minimum of 14 gauge sheet
metal; two door design with 2 locking mechanisms on each end of doors;
cabinet doors shall have gas cylinder for maximum control, two per
door; shall allow for enough ventilation to operate in warm to hot
climates with doors closed and for ventilation of engine exhaust and
radiatorfan air. Radiator shall have a water reservoir with
anti-vibration mount on the radiator. Heavy Duty Welded Tubular
SteeleTrailer Frame -- a two wheel towable design with 3,000 lb. leaf
spring supported axle with a 14" or 15" spoke wheel and tires (so that
security chains can be run through spokes and fastened to frame for
security purposes); tongue with a 2" ball hitch for towing; powder
coated; double wall fenders; touring lights and safety chain, must meet
TX D.O.T. requirements. Outrigger system -- Three point outrigger
system with bolt on galvanized sleeve sections; rear outriggers shall
be adjusted for variable positioning; suitable swivel jacks to support
the outriggers; tower shall be able to withstand up to 55 MPH winds
from all projected angles of the floodlight when outriggers positioned
and lamps fully deployed. The provisions at FAR 52.212-1, Instructions
to Offerors-Commercial, applies to this acquisition. FAR 52.212-2,
Evaluation-Commercial Items, is applicable. Paragraph (a),
evaluationcriteria is as follows: Quote shall submit a technical
description and pictures of the product offered with quotation. Award
will be made to the technically acceptable low quote. Also, quote shall
include a completed copy of the provisions at FAR 52.212-3, Offeror
Representations and Certifications-Commercial with its offer. FAR
52.212-4, Contract Terms and Conditions-Commercial Items, applies to
this acquisition with the following additional clauses: FAR 52.215-5,
Facsimile Proposals; FAR 52.216-18, Ordering (paragraph (a), so much
that reads, "Such orders may be issued from date of award for a period
of one year."); FAR 52.216-19, Order Limitations (paragraph (a), so
much that reads, "When the Government requires supplies or services
covered by this contract in an amount of less than one Light Tower and
one Lamp "; (b)(1) "Any order for a single item in excess of 105
each"; (b)(2), "Any order for a combination of items in excess of 105
Light towers and 64 Lamps"; (b)(3), "A series of orders from the same
ordering office within thirty (30) days ";; (d) " unless that order is
returned to the ordering office within five (5) days after issuance ";
FAR 52.216-22, Indefinite Quantity, paragraph (d), "Contractor shall
not be required to make any deliveries under this contract after the
completion of the last delivery order." FAR 52.217-5, Evaluation of
Options; FAR 52.217-9, Options to Extend the Term of the Contract (24
months); FAR 52.232-19, Availability of Funds for the Next Fiscal Year
(Insert September 30th in Blanks); FAR 52.212-5, Contract Terms and
