has the requirement for a spectroradiometer. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotations are being requested and a written
solicitation will not be issued. Solicitation No. 5114-8-6004 is being
issued as a Request for Quotations. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-05. This solicitation is solicited under full
and open competition, all responsible contractors may submit a quote.
Standard Industrial Classification Code 3826 with a corresponding size
standard of 500 employees applies to qualify as a small business. CLIN
(Contract Line Item Number) 0001: Analytical Spectral Devices Inc
FieldSpec FR, or approved equal, 1 each; CLIN 0002 Analytical Spectral
Devices Inc Accessories, or equal: 1 each; CLIN 0003 Basic Training
(Half Day) 1 each; Salient characteristics of the Analytical Spectral
Devices Inc FieldSpec FR Item No. 109000: Field Portable, lightweight,
fast scanning spectroradiometer covering the 350-2500 nm region. This
model uses three separate detectors: 512 element photo-diode array for
350-1000 nm and two separate "graded index" InGaAs photo-diodes for
1000-2500 nm. 1 meter fiber optic input is included as standard 125 deg
full angle field of view. Windows 95 compatible user interface software
is included as standard for data collection and storage and display of
the full 350-2500 nm raw DN or reflectance spectrum in real-time.
Irradiance and radiance calculations are included in post processing
optional ASDRE/NIR radiometric calibrations required is sold
separately. Spectrum area software is also included in post processing.
The fixed scanning time is 0.1 seconds and up to 31,800 spectra can
beaveraged. The sampling interval is 1.4 nm for the spectral region
350-1000 nm and 2 nm for the spectral region 1000-2500 nm This spectral
resolution is nm Full Width Half Max (FWHM) at 700 nm and 10 nm FWHM at
1400 nm and 2100 nm. Max radiance values are will in excess of twice
those for a 0 degree solar zenith angle and a 100 % reflectance
Lambertain panel determined by viewing a stable, NIST traceable
radiance source. To prevent second and higher order diffracted light
from reaching the detectors a multi element order sorting filter is
mounted on top of the 350-1000 nm array and long pass filters are
mounted on top of the 1000 -1800 nm detector and the 1800-2500 nm
detector. Built in shutter and automatic offset correction are included
as standard. Optional UV/VNIR software is available upon request for
running in the 350-1000 nm array spectrometer only made with user
selectable integration times (radiance and irradiance calculations
require separate options A5DUV/VNIR radiometric calibrations, which are
sold separately at extra cost. The built in notebook computer for this
version contains a 3.5" floppy drive, Pentium version microprocessor,
minimum 800 MBHard Disk, Minimum 8 MB RAM, one chargeable computer
battery, and one AC/DC adapter/charger for the notebook as standard.
Also included as standard are one 3 hour average output rechargeable
spectrometer battery pack and one AC/DC adapter/charger system for the
spectrometer. Also included as standard is one tripod mountable pistol
grip for holding the fiberoptic cable and attaching optional FOV
foreoptics (sold separately) Enclosure is weather tight when closed.
Size; 29 x 36 x 18 cm Weight: 9.75 kg plus 2.25 kg battery pack. One
shoulder carry case and one shipping trunk as also included as
standard. All ASD spectrometers include a 1 year limited warranty
including experienced technical support by telephone, fax, or e-mail.
The accessories Package A includes: one 1 deg NIRFR Lens Foreoptic
w/radiance radiometer calibration, one 8 degree NIR/FR Lens Foreoptic
w/radiance radiometer calibration, one 18 deg FOV tube w/radiance
radiometer calibration, radiance radiometric calibration of bare
fiberoptic input, one Full Sky Irradiance Remote Cosine Receptor
w/irradiance radiometric calibration, one 10 inch x 10 inch calibrated
White Spectralon Panel, one Auxiliary Pistol Grip w/spotting Scope and
bubble level. Basic Training Includes: Training for up to 4 people in
one group for one 4 hour half-day. The training includes instruction
and demonstration of the basic operating features of an ASD

Quotations will be evaluated on price, past performance, and proof of
meeting the salient characteristics listed above. Companies proposing
"equals" must submit descriptive literature. Offeror's are to provide
a list of companies/government agencies of which the offeror has sold
similar equipment. The list should include company name, point of
contact with phone number, dollar value, and date of delivery. Past
performance and price will be evaluated equally. Offers to include a
commercial warranty for equipment. Payment terms may be negotiated,
however advanced payments are not authorized. Equipment will be shipped
FOB Destination to: Sugarbeet & Bean Research Unit, 494 Plant & Soil
Science Building, Michigan State University, East Lansing, MI 48824.
Delivery of equipment to be within 60 days after receipt of award.
