Lewis, Contract Specialist, (202) 324-9219 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) # FBICU9843. The provisions and clauses incorporated are those in effect through Federal Acquisition Circular #97-5. This solicitation is under the Simplified Acquisition Procedures (SAP) and is a 100% Small Business-Small Purchase Set-Aside. The Standard Industrial Classification Code is 3826 and the business size standard is 500 employees. This will be a Firm-Fixed price contract. The Government intends to solicit and negotiate on a sole source basis with CDS Analytical Inc., 7000 Limestone Rd. P.O. Box 277 Oxford, PA, 19363-0277. According to market research the CDS-2500 Pyrolysis Autosampler is the only equipment to meet the government specifications. Specification are: (a) Pyrolysis Autosampler which provide unattended analysis of multiple samples for extended period of time such as overnight. (b) Computer interface and remote start option as a personal window based computer can synchronize analysis with the GC/MS and permit computer control of the pyrolysis. (c ) The unit should have a top mounting GC or GC/MS injector assembly for compatibility with existing equipment such as the GCQ, and HP 6890. (d) Multi-ramp temperature capability for ambient to 1,000 degrees centigrade with variable temperature ramp rates for heating samples. (e) Warranty one year or better on all parts and labor. (f) Installation -- - FOB-Destination -- Quantico, VA. This notice of intent is not a request for competitive proposal. However, all quotes received will be considered by the government . A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
