Security Administration (SSA) intends to issue a sole-source purchase
order under the Simplified Acquisition Procedures to Netcom Systems,
20550 Nordhoff Street, Chatsworth, CA for the acquisition of the
following software: 1) Token Ring (RJ-45 Connector) 4/16mbR, P/N TR-
8405, quantity of 6 each; 2) Software Update Support includes upgrades
to purchased software and firmware for 12 months, P/N SUS-SMB,
quantity of 1 each; 3) SmartBits Signaling Tests for ATM. Peak and
Sustainable Call Setup Testing, P/N SMB-SST, quantity of 1 each; 4)
SmartBits Advanced Switch Tests for: Token Ring Saturation, X- Stream,
Head-of-Line Blocking, Backbone Switching, Four-to- one Switching,
Illegal Frame Filtering, Broadcast, P/N SMB- ASTTR, quantity of 1 each;
5) SmartBits 20 slot chassis with controller, including SmartWindow,
Smart Application and SmartLibrary, P/N SMB-2000, quantity of 1 each;
and 6) Smartcard, Multi-Mode Fiber, P/N AT-9155B, quantity of 2 each.
The SmartBits tester software is required by SSA to test and evaluate
ATM and Token-Ring switches from a variety of vendors as well as SSA
owned equipment. The Token-Ring/ATM tester must have the following
functions that meet SSA's minimum requirements: 1) 19" Rack Mountable;
2) management and test software runs on Windows 95, Windows NT, or
Unix; 3) management software is not copy protected -- it is keyed to
the switch hardware so that it could be loaded on multiple laptops or
workstations; 4) single chassis capable of simultaneous full line rate
traffic support for: a) multi-port Token-Ring solution scalable to
high (640) port density; b) 20 Token-Ring adapter-transmitter/receiver
cards; c) all modules share the same clock; d) ATM and Token-Ring
support on the same chassis; e) configuration of 16 Token Ring and 2
ATM OC-3c adapter cards; f) simultaneous generation and collection of
traffic on multiple token-ring and ATM ports; 5) measures ATM peak cell
rate and latency for setup times of SVCs; 6) generates frames on up to
256 PVCs and SVCs among 8 LECs; 7) support up to 300 calls per port;
8) support for up to 512 VCCs per port; 9) protocol support for ILMI,
UNI Signaling 3.x and LAN Emulation Client 1.0 and Classical IP per RFC
1483 and RFC 1577; 10) 100 Mbit and 1000 Mbit Ethernet test modules are
available; 11) support for: a) frame relay test modules; b) 4 Mbit and
16 Mbit Token-Ring test modules; c) Token-Ring test modules that
support both half and full duplex operation and testing; d) ATM
modules; 12) Token-Ring modules must support: a) early token release;
b) error insertion; c) detection of duplicate MAC addresses; 13) ATM
modules must support: a) minimum of 8 LECs (LAN Emulation Clients) per
card; b) LLC/SNAP and LANE on each ATM OC-3c adapter card; c) provide
the ability to do latency and throughput tests between Token Ring and
ATM; 14) OC-12c support capable; 15) GPS enabled platform; 16) ability
to test ATM signaling capability via a signaling application that
tests: a) ATM call capacity; b) peak call rate (both call setup and
tear down); 17) software capability to: a) create custom tests and test
suites; b) ability to access test device via TCL script using a
library; 18) software includes built-in benchmark and performance tests
including: a) Throughput, Latency, Packet Loss, Back to Back
Performance, Head of Line Blocking; b) Broadcast Test, Forwarding
Rate/Interframe Gap Test, Address Handling; c) Fanout Test, Filtering
Illegal Frames Test, Call Capacity Test, Peak Call Setup Rate Test,
VLAN Setup Tests, Latency Over Time Test; d) full and half duplex test,
tests 4/16 Mbps T/R to T/R; e) unidirectional and bi-directional
testing; f) port pair or point to multi- point testing; g) testing
single mode and multi-mode fiber; h) ability to display the test
results in new spreadsheet format v including new error log for debug
information and new charting capability. Netcom Systems' SmartBits
software are the only known software products that meet all of SSA's
minimum requirements as stated herein. This is not a request for
quotations or an announcement of a forthcoming solicitation. Requests
for copies of a solicitation in response hereto will not be honored or
acknowledged. The Government does not intend to pay for information
provided in response to this publication. Any responsible firm that
believes it has the capability to provide an equivalent software
product shall provide a quotation, and technical literature
substantiating that the offered product meets all of the aforementioned
requirements, to SSA no later than COB September 24, 1998. When
responding to this announcement, respondents should refer to SMARTB98.
