NASA/GSFC plans to issue a Request for Quotation (RFQ)584-82272-0000/919 for Satellite Tool Kit (STK) Training Certification for the Land Remote Sensing Satellite (LANDSAT)-7 Personnel. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Analytical Graphics, Inc. Analytical Graphics, Inc., has the tools and manpower to provide training for their product. STK and STK-VO are complex enough to require hands-on attention. STK training will consist of detailed LANDSAT-7 model development; detailed launch vehicle model development; LANDSAT-7 scenario development; realtime connectivity to LANDSAT-7 operations and simulations. The training will conclude with a video log of the LANDSAT-7 launch and nominal satellite operation. Analytical Graphics, Inc., is the only company to provide STK certification. The Government intends to acquire a commercial item using FAR Part 12. Interested firms have 3 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 3 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
