synopsis/solicitation for commercial items prepared in accordance with
the format in FAR subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. (ii) Solicitation Number: HRA-8-00443;
this solicitation is a Request for Quotes per FAR part 13. (iii) The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 05. (iv) This is a small
business set-aside. The applicable standard industrial classification
code and small business size status are "3993" and 500 employees. (v)
The contract line items and required quantities (all units of measure
are "one each") are: 1. Mini Flashlight (see description below),
quantity of 20,100. 2. Rotating Flashlight Keychain (see description
below), quantity of 20,100. 3. Pocketknife (see description below),
quantity of 18,750. This order will be issued for a firm fixed price.
(vi) Description (all listed description elements are minimum
requirements for award): Item 1 Mini Flashlights: 2,500 shall be bright
red, 2,500 shall be bright yellow, 2,500 shall be bright green and
2,500 shall be bright blue. They shall be made of plastic and between
5 1/2" and 7 " in length, similar to WorldClass Promotions model
"LTE-CFL-01" or equal. Each flashlight shall come delivered with two
"AA" batteries already inserted inside the flashlight. There shall be
a black nylon wrist strap, approximately 5" long, attached to each
flashlight by the opposite end of the light and tied in a knot. Each
flashlight shall come individually wrapped in a thin plastic wrapper.
The following shall be imprinted in White and centered on one side of
the flashlight: U.S. Border Patrol A Career With Borders, But No

Flashlight Key Chain: 2,500 shall be bright red, 2,500 shall be bright
yellow, 2,500 shall be bright green and 2,500 shall be bright blue.
They shall be made of plastic and approximately 3" long x 1 1/2" wide
x 3/4" thick in dimension, similar to "WorldClass Promotions Model
LTE-ROT-02" or equal. Each flashlight key chain shall come delivered
with two "AA" batteries already inserted in them. The flashlight part
shall be attached to a key chain link. Flashlight tip must rotate so
that it turns on and off depending on the direction of the rotation.
Each flashlight shall come individually wrapped in a plastic wrapper.

Knife: Knife shall be "swiss army" type style, similar to "Primeline
model JJ-113 Big 13 Knife" or equal. All 18,750 shall be "Hunter Green"
color and approximately (within one inch of) 3 1/2" in length. Knife
shall expand/open into at least 10 utility pieces, such as a knife,
scissors, mini saw, screw driver, can opener, and corkscrew. Each knife
shall come individually wrapped in a green gift box. The following
shall be imprinted in Gold and centered on one side of the knife: U.S.
Border Patrol A Career With Borders, But No Boundaries. Check out our
Web site at www.ins.usdoj.gov (vii) Delivery -- all items shall be
delivered no later than 60 calendar days from the effective date of the
order, FOB destination. Exact delivery addresses will be as stated in
the purchase order. For purposes of pricing, quoters are advised that
there will be one delivery location in each of the following city/state
locations: Tonawanda, NY; Selfridge ANGB, MI; Houlton, ME; Pembroke
Pines, FL; New Orleans, LA; Aquadilla PR; Swanton, VT; Washington, DC;
Del Rio, TX; El Paso, TX; Grand Forks, ND; Havre, MT; Laredo, TX;
Marfa, TX; McAllen, TX; Blaine, WA; El Centro, CA; Dublin, CA; Chula
Vista, CA; Spokane, WA; Tucson, AZ; Yuma, AZ; and Glynco, GA. The
Government will not consider quotes from offerors who cannot/will not
make delivery to all of the above locations. Inspection will be done at
destination, acceptance will be at INS headquarters in Washington, DC.
(viii) FAR 52.212-1 Instructions to Offerors is incorporated by
reference, with the following addenda: Offerors shall submit one
product sample of each item, in each required color, with imprint,
along with the quote. Offerors shall also include any commercially
available product literature relating to the items, with the quote.
Offerors shall submit past performance information in their quote. As
a minimum, this shall consist of at least three recent, prior customer
point of contacts, with phone number for similar sales made by the
offeror. Quotes that do not include the product samples, product
literature and past performance information may be rejected by the
Government. (ix) FAR 52.212-2 "Evaluation -- Commercial Items" applies
to this acquisition. This is a best value procurement. Technical
capability (meeting or surpassing the minimum requirements) and past
performance evaluation, when combined, are more important than price.
(x) Offerors shall include a completed copy of the provision at FAR
52.212-2 "Offeror Representations and Certifications -- Commercial
Items" with the quote. (xi) The FAR clause 52.212-4 "Contract Terms and
Conditions -- Commercial Items" and FAR clause 52.212-5 "Contract Terms
and Conditions Required to Implement Statutes or Executive Orders --
Commercial Items" apply to this acquisition. The following additional
FAR clauses cited in 52.212-5 apply: "52.222-26, 52.222-35 through
52.222-37, 52.225-3, 52.225-18, and 52.225-21". (xiii and xiv -- Not
applicable). (xv) -- Numbered Note 1 applies. (xvi) Quotes are due in
sealed envelopes/packages no later than 4:30 pm Eastern Time September
24, 1998. Quotes shall be clearly marked/addressed on the outside of
the envelope as follows: "INS, Attn: Lisa Diernisse, Room 2208
Procurement Division, 425 Eye Street, NW Washington, DC 20536, RFQ
HRA-8-00443". FAXED QUOTES WILL NOT BE ACCEPTED. (xvii) For
