synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation
will not be issued. The solicitation number is DACW83-98-B-0015 and is
issued as a Invitation for Bids (IFB). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-07. This is not a small business set-aside. The
standard industrial code (SIC) is 1799 and the small business size
standard is $7.0. Line Items for Drilling and Sampling for Potential
Rock Sources, American Samoa is as follows: CLIN 0001. Mobilization and
Demobilization. Quantity 3 each (Est.) and CLIN 0002. Set-Ups, Moves,
Drilling and Sampling. Quantity 50 Days each (Est.). The following

and 52.0046-4078. Bids are due 24 September 1998 not later than 4:00
p.m., Hawaii Standard Time. Submit proposals to US Army Engineer

438-9904. 1. SCOPE OF WORK. Technical Provisions Subsurface Drilling
and Sampling for Potential Rock Sources, American Samoa. The purpose of
the work is to obtain subsurface information for Potential Rock
Sources, American Samoa. The work specified herein is to determine the
type,nature and characteristics of the subsurface materials and the
extent and conditions of the various materials as they exist to a
maximum depth of one hundred feet (100') at the locations specified.
This is to be accomplished by means of auger drilling and NX or HQ
(wireline) size core drilling. 2. LOCATION OF HOLES. The proposed
drilling sites are located within the Islands of Tuituila, Ofu/Olosega
and Tau, American Samoa. The actual location of the holes are not
shown but will be established in the field by the Government's
representative. All borehole locations are not truck accessible and
substantial clearing and grading may be required to access drill sites.
No precise locations have been established for the drill sites on
Ofu/Olosega and Tau Islands. 3. MOBILIZATION AND DEMOBILIZATION. A.
Mobilization. At least fifteen (15) work days prior to commencing
mobilization the contractor will notify Geotechnicial/Structural
Section, Design Branch, [Phone No.(808) 438-5450] of the anticipated
start of drilling.Mobilization shall consist of delivering at the site
of all plant, equipment, materials, and supplies and personnel to the
site, the complete assembly in satisfactory working order of all such
plant and equipment on the job; and the satisfactory secure storage at
the site of all such materials and supplies. Mobilization shall also
include shipping of all equipment and plant to outer (Manu'a) islands
and return to Tutuila Island. B. Demobilization. Demobilization shall
consist of final clean-up, filling of test holes with earth compacted
as required, restoration of pavements, the removal from the site of all
plant and equipment after completion of the work, including all packing
and shipment of samples. 4. SCHEDULE OF DRILLING AND SAMPLING. The
schedule of drilling and sampling will be as directed in the field. The
estimated number of boreholes will vary depending on the progess of the
work. The anticipated depths of each borehole will also vary but in no
case shall the depth exceed 100 feet below the ground surface. The
Government's representative reserves the right to modify any schedule
developed depending on design requirements and materials encountered in
the field. 5. ORDER OF WORK. The order in which the work is to be
accomplished will be determined in the field by the Government's
representative. 6. CONTAINERS. The contractor shall furnish sample bags
and containers meeting the requirements as specified elsewhere in this
specification. All sample bags and containers will become the property
of the Government and the cost thereof shall be included in the
contract price for the applicable item for which payment is provided.
The Government will furnish labels for all containers. 7. CARE AND
DELIVERY OF SAMPLES. A. Care of Samples. The Contractor shall be solely
responsible for preserving all rock core samples in good condition. He
shall keep samples from undue exposure to the weather and shall keep
all descriptive labels and designations on core boxes clean and legible
until final delivery of samples to and acceptance by the Government's
representative. B. Delivery. The Contractor shall comply with all
requests of the Government's representative concerning the care and
protection of samples. Soil and rock samples will be delivered to the
Governments Representative. In no event shall samples obtained be
stored by the Contractor for more than two weeks. 8. SUPPLEMENTARY
HOLES. Boreholes that are abandoned or from which unsatisfactory
samples are being obtained will be supplemented by other holes adjacent
to the original in order that satisfactory samples or the required
information will be obtained. Penetration to the depth where the
original hole was abandoned or to the depths where unsatisfactory
samples were obtained may be made by any method selected by the
Contractor that in the opinion of the Government's representative will
permit satisfactory completion and sampling below the elevation where
the last satisfactory sample was obtained in the abandoned hole or
satisfactory sampling in the reaches where satisfactory samples were
not able to be obtained in the original hole. No payment will be made
for supplementary holes that are required to be drilled to replace
holes that were abandoned or from which satisfactory samples were not
obtained because of mechanical failure of drilling and sampling
equipment, negligence on the part of the Contractor, or other
preventable cause for which the Contractor is responsible except that
payment will be made for acceptable portions of these supplementary
holes below the depths or outside the reaches for which payment was
made for the original hole. 9. AUGER DRILLING. A. Definition and
Purpose. Auger drilling shall be made through unconsolidated or partly
consolidated sediments or decomposed/soft rock by means of hydraulic
rotary auger flights. The purpose of these borings is to quickly
advance the borehole through overburden materials. Samples of
overburden materials shall not be required. B. Equipment and Supplies.
Equipment to be furnished by the Contractor for making auger-drilled
boreholes shall include drilling machinery of a type or types approved
by the Government's representative. Unless otherwise specified,
drilling machinery shall be of the rotary "hydraulic feed" type.
Supplies shall include all casing, piping, augers, pumps and power
necessary to accomplish the required boring. 10. NX or HQ CORE
DRILLING. A. Method of Drilling. Drilling of NX size or HQ size
(wireline) diameter cores shall be by any approved standard and
accepted method of rotary rock core drilling using impregnated carbide
or diamond-set bits by means of which continuous and complete cores
may be obtained for any subsurface interval of bedrock specified for
investigation. The substitution of carbide insert slug bits will not be
allowed. The driller shall notify the Government's representative of
material changes, water losses and depths at which they occur. B.
Equipment and Method. Equipment and method to be furnished by the
Contractor for core drilling shall meet the requirements of ASTM
Specifications D2ll3-70, "Diamond Core Drilling for Site
Investigations" and shall furnish and use a double tube, swivel type
core barrel and spare coring bits. C. Containers. Longitudinally
partitioned new wooden core boxes constructed of dressed lumber shall
be used for all rock cores. As many core boxes as may be required shall
be used in submitting each rock core or group of cores. Core boxes
shall be completely equipped with all necessary partitions, covers,
nails or screws for holding down the cover and other accessories. Not
more than 15 feet total length of NX or HQ (wireline) diameter cores
shall be placed in a single core box. At least 6 wood spacer blocks and
4d finishing nails shall be furnished with each box to be used to
separate individual runs. D. Arrangement. All cores shall be arranged
neatly in the partitioned boxes in the same sequence in which they
occurred before removal from the holes. Facing the open box with the
top of the box above and the open box below, cores shall be arranged in
descending sequence beginning at the top left-end of the partition and
continuing through the other partitions from left to right. The core
from the top of the boring shall be placed in box l and the lower
portions of the core shall be placed in successive boxes numbered
consecutively. 11. MEASUREMENT AND PAYMENT. A. General. The contract
unit price for each item shall constitute full compensation for
furnishing all plant, labor, equipment and supplies and performing all
operations required for the completion of all work included under that
item as specified herein, shown on the drawings, or as directed. All
measurements for payment shall be made by or in the presence of the
Government's representative. The Contractor shall preserve all holes in
good condition until final measurement and until the records and
samples have been examined and accepted. Payment will not be made for
any hole which satisfactory records and samples, as determined by the
Government's representative, are not furnished. No separate payment
will be made for barricades, backfilling and closing of holes or
restoration of the pavement surface. B. Mobilization and
Demobilization. Payment for mobilization and demobilization will be
made at the contract unit price (ea) for item 1, "Mobilization and
Demobilization" in accordance with specifications. All costs associated
with inter-island movement of the drilling equipment shall be included
in this bid item. C. Set-ups, Moves, Drilling and Sampling. Payment
for set-ups, moves, drilling and sampling will be made at the contract
unit price (dy) for item 2, Set-ups, Moves, Drilling and Sampling" in
accordance with the specifications. All clearing and grading required
to access the drill site as well as drilling and sampling shall be
included in this bid item and shall be accepted on the basis of
services provided in a 10 hour work day. No separate payment will be
made for costs associated with inter-island movement of the drilling
