(USAID) is contracting for technical assistance to promote its
environmental programs to reduce long-term threats to the global
environment. The purpose of this indefinite quantity contract is to
acquire quick-response short-, medium- and long-term advisory services
and technical assistance in the area of Integrated Water and Coastal
Resources Management. This contract is intended to complement new and
existing partnerships that USAID has with a wide variety of
organizations through cooperative agreements, grants, inter-agency
agreements, and contracts. This IQC also complements other USAID IQCs,
either in place or planned, which focus on natural resource management
policy, energy, sustainable agriculture and the conservation of aquatic
coastal resources. It is anticipated that there will be up to three (3)
Task Order-based IQC awards made based on full-and-open competition.
There is no set-aside for this procurement. The SIC Code for the above
awards is 8742 (Management Consulting). Subcontracting with small
business concerns and socially and economically disadvantaged entities:
USAID encourages the participation, to the maximum extent possible, of
U.S. entities that are small business concerns, small disadvantaged
business concerns, and disadvantaged enterprises. There is a
requirement that a minimum of ten percent (10%) of this procurement be
subcontracted to small business concerns and socially and economically
disadvantaged entities. Small business and small disadvantaged business
subcontracting plans, pursuant to FAR 52.219-9, are required to be
included with the proposals submitted under this solicitation. To help
identify potential subcontractors, a list of all organizations
requesting a copy of the Request for Proposals (RFP) will be included
as an attachment to the solicitation. By providing the list, USAID does
not endorse the listed organizations as being capable of carrying out
the activity, nor does USAID verify the claimed status of the
organizations. Necessarily, the list will contain the names of only
those organizations known prior to the issuance of the solicitation
document. Interested parties may request a copy of RFP No. M/OP-99-004

All RFPs will be mailed not less than 15 days after publication of this
notice. Requests for copies of the RFP should be made in writing to the
contact person. All RFPs will be mailed through the U.S. Postal
Service. Please do not submit more than one request per organization,
additional requests may not be honored. The preferred method of
distribution of USAID procurement information is via the Internet or by
request of a solicitation on a 3.5" floppy disk (WordPerfect 5.1/5.2
