procurement is unrestricted; all responsible sources may submit a
quotation. This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR subpart 12.6, as
supplemented with additional information include din this notice. This
announcement constitutes the only solicitation; quotations are being
requested and a separate written solicitation will not be issued.
Solicitation number N68836-98-Q-2764 applies and is issued as a Request
for Quotation. This solicitation document and incorporated provisions
and clauses are those in effect through Federal Acquisition Circular
90-37 and Defense Acquisition Circular 91-10. The standard industrial
code is 3599 and business size standard is 500 employees. This
requirement is for a fixed priced contract for one line item as
follows. Line Item 001 -- Quantity 1 Job -- Fabricate Shore Power
Cables SPECIFICATION: General Intention: It is the declared,
acknowledged intention and meaning to provide and secure the following:
The installation of Government furnished materials to fabricated shore
to s hop power cables. Work is to be performed at Naval Station
Pascagoula, Pascagoula Mississippi. Contractor shall not commence work
until he/she has met with the Government Contracting Official of
his/her designated representative and other interested parties in a
pre-performance meeting to be scheduled by the Contracting officer. The
purpose of the meeting is to discuss responsibilities for base
security, scheduling of service interruption, safety requirements and
to clarify any contract requirements. Contractor shall maintain a clean
and safe working environment. All trash generated during the
performance of work will be cleaned up and removed from Job site daily.
At the completion of the job, the contractor shall remove any remaining
debris and construction materials, for disposal off-station. Any damage
to the existing facilities or equipment, as a result of Contractor s
operations shall be repaired or replaced by the contractor at no
additional cost to the Government. Environment Protection -- The
contractor is responsible for compliance with all federal and state
environment protection agency regulations. Contractor shall be
responsible for obtaining any/all required permits or applications
pertaining to the task. Contractor is responsible for all sampling and
testing (by state of Mississippi approved lab) in the vent of
questionable or unknown materials found on job site. Contractor shall
be responsible for ensuring proper handling of hazardous waste to the
contractor generates on Naval Station Pascagoula and complying with
code Federal Regulation 40 part 262.34. Contractor shall notify
Government Representative in the vent hazardous waste is generated. A
copy of the hazardous waste manifest must be presented to the
government representative for co-signature by the station environmental
manager. General Description: The work includes but is not limited to:
The measuring of 42 each 100 ft and 10 each 200 ft reels of 3
conductor, 500 KCM, type THOF cables. Cut cables to exact lengths.
Install Viking connectors on both ends of 22 each cables. Install
Viking connectors on one end and inline female connectors on 10 each
200 ft cables. Install inline male and inline female connectors on 20
each 100 ft cables. Cut 2 each 200 ft cables into 40 each 10 ft
lengths. Cut 2 each 200 ft cables into 40 each 10 ft lengths. Install
Viking connectors on one end and female inline connectors on 20 each 10
ft cable. Install Viking connector on one end and male inline
connectors on 20 each 10 ft cables. Megger and phase out each cable.
Coil cables on Government furnished pallets. The contractor without
additional cost to the Government shall furnish material and work not
specifically mentioned herein but necessary for proper completion of
the work. Location -- contract site is located at Naval Station
Pascagoula, West of base fuel station. Scheduling -- Contractor shall
move reels from building 50 storage compound to work area at
Contractorsconvenience. Compound will be open from 0700 to 1500 hours
Monday through Friday. Check in Procedures -- the Contractor s
Representative shall notify the Government Contracting Official of
his/her representative at a minimum of 48 hour prior to commencing
work. Execution -- Contractor shall set up assembly area on grass area
located woes of USS Barry Lane. Cables will be stored on reels in
supply compound. Contractor will transport cables reels to work site.
There will be 42 each reels with 100 ft and 12 each Reels with 200 ft
lengths. After completing installation of connectors and testing,
contractor will coil cables on Government furnish pallets. Government
will move cables. From work site to pier Cable is 3 conductor 500 KCM,
type THOF and weight approximately 5 pounds per ft, reels are ft to
6ft diameter. Cables are factory cut to length. Each cable will be
measured to verify correct length before installing the second
connector. If any cable is found to be short, contractor will cease
work on that cable and notify the government representative. If any
cable is found to be long, excess will be cut off and connector
installed. Two each 200 ft cables will be cut into 10 ft sections and
connectors installed to make pigtail. Cable ends will remain capped and
protected from moisture until connector is completely installed. Upon
request, a list of government materials, manufacturer instructions and
material safety data sheets will be provided. Before final acceptance
of work, each cable will be tested by contractors in the presence of
government contracting representative and station maintenance
personnel. Cable test for conductor phasing resistance phase to phase
and physical damage materials are government furnished. services to
start immediately after award. Shipping requirement is FOB destination
to : Naval Station Pascagoula, Public Works Department, bldg. 60,
Pascagoula, MS 39595-3500. Acceptance will be made at destination. The
provision at FAR 52.212-1, Instructions to Offerors -- Commercial
Items applies. Addendum for FAR 52.212-1. Paragraph (d) Product samples
-- Delete entire paragraph. No product samples are required. Paragraph
(h) Multiple awards -- delete entire paragraph and substitute "Award".
The government plans to award a single contract resulting from this
solicitation. Quoters are required to complete and include a copy of
the following provisions with their proposals: FAR 52-212-3, Offeror
Representation and Certifications-Commercial Items. The clause at
52.212-5, Contract Terms and Conditions required to implement Statues
or Executive Orders -- Commercial Items applies with following
applicable Clauses from paragraph (b): FAR 52-222-26, Equal

Changes -- Fixed Price Alternate I: FAR 252.242.7001 Pricing of
Contract Modifications; FAR 52.249-8 Default (fixed Price Supply and
Service) Government Property; FAR 52.245-4 Government furnished
Property; FAR 52.245-1 Property Records. The government intends to make
a single award to the responsible contractor whose quotation is the
most advantageous to the government considering price and price related
factors. This solicitation will be evaluated on the following factors;
technical specifications, price and delivery. Quotations must be
received no later than 4:00pm local time, 25 Sep 1998. Quotations sent
via the US Postal Service should be mailed to the Fleet and Industrial
Supply Center, Code 2000.70, Bldg 50, Naval Station Pascagoula,
Pascagoula MS, 39595-3500. Faxed quotations are acceptable and can be
faxed to (228) 761-2130, attention Alisa Murray. Direct delivery of
offers is only possible during weekdays, excluding federal holidays,
between the hours of 8:00 am and 4:00 pm. Numbered Note 1 applies.
