The combined solicitation/synopsis is hereby changed as follows: The reference to the AAR labor rate of "$5.00" is changed to "$10.00". The reference for CLIN Sub Line Items is changed from "This information may be provided as Sub Line Items 0001AA-0005AA and 0001AB-0005AB" to "0001AA-4001AA and 0001AB-4001AB". 2. Exhibit E1 -- CLIN Structure: A replacement page # 4 is provided with this amendment. The revisions for the given section is noted by the change bar in the left margin of the page. This change to Note #4 is to clearly identify that the offeror must possess all certifications, prior to the submission of their offer and applications pending will not be considered as an equitable factor when performing the responsiveness analysis of a qualified offeror. 3. Exhibit E3: a. The first sentence of paragraph 3.3 is amended as follows: "approvals, permits, and licenses required for the satisfactory performance of the services described." b. The second sentence of paragraph 3.3 is amended as follows: "approvals,." c. Paragraph 3.3 is amended by the addition of the following two sentences: "For the purpose of maintaining all necessary certifications, approvals, permits, and licenses for the satisfactory performance of services described in this contract, an offeror must possess and maintain subject certifications, approvals, permits, and licenses. No outsourcing of this requirement to a subcontractor shall be acceptable without the offeror having possession of subject certifications, approvals, permits, and certifications." d. The first sentence of paragraph 4.4 is amended as follows: "the Contractor's name, contract number, and task order number," 4. Exhibit E5: a. Under the paragraph for Payment, add the following: "3) Copy of the contractor's invoice." b. Under the paragraph for Payment, delete the following: "Invoices are not required." 5.
