P -- NOTICE OF INTENT TO SELL ELECTRICAL DISTRIBUTION SYS LOCATED AT FT MCCLELLAN, AL & REQUEST FOR EXPRESSIONS OF INTEREST SOL REMDXX-1998-0001 POC Contact Buddy Wagoner, (334) 690-2559, Contracting Officer, Donald L. Burchett (Site Code W31XNJ) The Department of Army seeks a qualified electric utility company to own, operate, and maintain the electrical distribution system located at Fort McClellan, Alabama. Fort McClellan is located in northeast Alabama, immediately north of the City of Anniston and five miles north of Interstate 20. Fort McClellan is being closed on September 30, 1999, as part of the Base Realignment and Closure decisions and surplus property disposed. Reuse of the property has been planned by the Fort McClellan Development Commission. The intent of the Government is to transfer ownership of its electrical distribution system at Fort McClellan, Alabama to a qualified provider who has the capability to operate, maintain and provide service to continuing federal activities located at the Fort McClellan service area. The term qualified provider includes, but is not limited to, the requirement that the provider be recognized by the Alabama Public Service Commission as a qualified provider for electrical services to Fort McClellan, Alabama. All interested parties must possess the legal authority to own and operate the electrical distribution system. Transfer of the electrical distribution system will include the obligation to insure adequate and dependable electrical service to all remaining federal activities at Fort McClellan, Alabama and those reuse activities set forth in the Fort McClellan Development Commission's Comprehensive Reuse Plan, November 1997 for Fort McClellan. These services shall be in accordance with all federal and state utility regulatory agencies, the Alabama Public Service Commission and all applicable health, safety, environmental, operational laws, regulations and standards. It is anticipated that a cost of service contract will be awarded for continuing federal activities which include, but is not limited to, the Alabama Army National Guard Training Center, Department of Justice Center for Domestic Preparedness and the U. S. Army Transition Force. The Government shall entertain proposals exclusively from qualified providers who regularly engage in the business of providing electrical service in Alabama and have, or upon award of this contract shall have, a public service obligation to provide electrical service to the Fort McClellan service area to support remaining federal activities at Fort McClellan and those activities set forth in the Redevelopment Plan for Fort McClellan. The electrical distribution system is available under the provisions of the Federal Property and Administrative Services Act of 1949; the Base Closure Community Redevelopment and Homeless Assistance Act of 1994; Defense Base Closure and Realignment Act of 1990 (part A of Title XXIX of Public Law 101-510; 10 U.S.C. 2687 note), as amended; and pursuant to Section 2812 of P. L. 105-85 (Section 2688, Title 10). Written expressions of interest must be submitted no later than 30 days from the date of publication of this notice. The electrical distribution system serves electric loads on the Fort McClellan 18,900 acre main post and the 22,200 acre Pelham Range. There are 44 miles overhead 3 phase circuits, 31 miles of single phase overhead and 6.2 miles of underground three phase circuits, all operated at 7,200 volts -- phase to ground. These include 168 pad mounted transformers and 569 pole mounted single-phase transformers. The distribution system is confined to those electric facilities external to buildings and generally stops at the secondary side of building service transformers whether pad mounted or pole mounted. Alabama Power Company supplies electric energy at 6 primary metering points. The main substation is supplying 99.6% of this energy with the other metered delivery points providing 0.4%.
