R -- The Bureau of Reclamation intends to issue a purchase order to Mr. James C. Conwell for consultation services to support the California Water Management and Technical Services Program and the Central Valley Project Yield Increase Feasibility Study in scoping and planning the work that will be accomplished by the multi-discipline study teams. The prerequisite for this award is extensive experience and background in Reclamation water resource planning process and ability to assist project managers in organizing study teams. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. No solicitation exists, and this notice of intent is not a request for competitive proposals. However, all proposals received within 5 days after date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
