commercial service prepared in accordance with the format in FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement proposes for Newsletter & News Releases
Distribution Processing service to support the Federal Voting
Assistance Program. The Government intends to solicit and negotiate
with MCI Fax Broadcast Service under authority of FAR 6.302, quotes are
not being requested and a written solicitation will not be issued. (ii)
NA; (iii) The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular Vol.
60, No. 180, dated 09/18/97. (iv) This solicitation has the intention
to negotiate with a Large Business. The applicable Standard Industrial
Code (SIC) is 8999, the corresponding size standard is $5.0 Million.
This procurement is not covered by the Small Business Competitiveness
Demonstrative Program. (v) NA; (vi) DESCRIPTION OF REQUIREMENT:
"Statement of Work -- 'Voting Information News (VIN) Newsletter
Distribution Processing Services'" In support of the distribution
requirement for the monthly Voting Information News (VIN) Newsletter,
the Federal Voting Assistance Program (FVAP) requires the services of
a mail and distribution contractor capable of running off mailing
labels from a diskette (.DBF file) for the list of approximately 4,000
addresses, and preparing the newsletters for mailing to each addressee
with the predetermined number of copies to each. TASK A -- All
newsletters are folded by Defense Automated Printing Services (DAPS).
For domestic addresses, the newsletter accommodates a self-mailer
format so that a forwarding address label can be placed on the back
page. The contractor staples and affixes the appropriate label on the
self-mailer section of the back page. For international addresses with
one single copy, the contractor will place the newsletter in a
standard postage-paid business envelope which is pre-stamped "AIR
MAIL". For bulk mailings (more than one copy), the contractor will
place the newsletter in a 9" x 12" envelope which will then be sealed
and the appropriate forwarding address label affixed. All postage-paid
envelopes will be provided by the FVAP and will contain FVAP's return
address and franking indicia. When necessary, address labels will be
provided by the FVAP and printed and affixed by the contractor. The
fowarding address information printed on the labels by the contractor
will be supplied by FVAP to the contractor on a computer diskette. The
information on the diskette is proprietary and may not be copied
without FVAP's written consent. The contractor must have the capability
to run the labels off of the FoxPro software program. TASK B -- The
contractor is responsible for the pick-up of the printed newletter from
the DAPS printing plant on 1401 S. Fern Street, Arlington, Virginia, by
2:00 pm if notified by FVAP of their availability for pick-up by 10:00
am on the same business day. If notified of their availability for
pick-up by 10:00 am, the contractor is responsible for pick-up by 10:00
am on the following business day. The contractor will then process the
newsletter as specified in Task-A above and place the newsletter in
distribution at a U.S. Postal Service faciity (Post Office) within 24
hours from the time the newsletters are obtained from DAPS by the
contractor (Monday thru Friday). The contractor will then deliver any
remaining excess copies of the newsletter directly to the FVAP. Within
24 hours of delivery to the Post Office, proof of delivery to the Post
Office is to be provided by the contractor, the the FVAP, by written
certification on official contractor letterhead, to include the total
number of newsletters processed, the total number of address labels
processed, and the time and date of delivery to the U.S. Post Office
(faxing of this information is permissible). The contractor must also
return the diskette each time the newsletter is dropped off at the FVAP
office. "FVAP News Releases Distribution Processing Services" -- In
support of the distribution requirements for the FVAP's periodic news
releases (approximately 8 to 10 per month), the FVAP requires the
services of a mail and distribution contractor capable of running off
mailing labels from a diskette (.DBF file) for the list of
approximately 1,000 addressees, and preparing the news releases for
mailing to each addressee. TASK A -- The FVAP will provide all standard
postage-paid business envelopes. The contractor will place all news
releases for all domestic and international addresses in a standard
postage-paid business envelope. The contractor will then seal and
properly affix an address label (provided by the contractor) on the
envelope. The FVAP will maintain the database and provide the
contractor with a diskette each time the contractor is contacted. This
diskette will be used by the contractor to print the labels. The
contractor must have the capability to print labels using FoxPro
software. The contractor must pick-up and deliverthe news releases and
diskette and handle the distribution preparation, labeling and
insertions for each news release. The contractor will pick-up and
deliver the following the same procedures as those specified for the
Voting News (VIN) newsletter. TASK B -- The contractor is responsible
for the pick-up of the printed newsletter from the FVAP, within 4 hours
of notification of their availability (Monday thru Friday) and
commencing distribution processing. The news releases must be delivered
to a U.S. Postal Service facility (Post Office) within 24 hours. (vii)
Period of Performance 10/01/98 thru 09/30/98. (viii) The following
