Environmental Protection Agency (U.S. EPA) intends to award a firm
fixed price purchase order using the Simplified Acquisition Procedures
of Federal Acquisition Regulation (FAR) Part 12. THIS REQUIREMENT WILL
BE PROCURED UTILIZING FULL AND OPEN COMPETITIVE PROCEDURES! This is a
combination synopsis/solicitation (RFQ-DC-98-00227) for commercial
items in accordance with the format in FAR Subpart 12.6, as
supplemented with additional information included in this notice and
the RFQ. The Office of Pollution Prevention and Toxics, Information
Management Division has a need to make use of the still-slide
pre-feature movie public service announcement (PSA) medium to
effectively achieve public outreach as an educational tool regarding
the Emergency Planning and Community Right To Know Act (EPCRA) and the
Toxic Release Inventory (TRI). Background and Purpose: A central focus
of the Emergency Planning and Community Right To Know Act (EPCRA) is
the goal of providing local residents with information on theexistence
and release and other waste management of potentially dangerous toxic
chemicals in their communities. With this goal in mind, EPA has
developed the Toxic Release Inventory (TRI) as the basis for a public
access repository of localized information on the release and other
waste management of specifically listed toxic chemicals reported on an
annual basis by regulated industrial facilities. Recognizing the need
to implement effective public outreach as an educational tool
regarding 1) the importance of information on the existence of TRI
chemicals in local communities and 2) the existence of available public
resources containing local information on the manufacture, processing
and otherwise use of these chemicals and how to obtain it, EPA seeks to
implement the use of well crafted, geographically targeted and criteria
based public service announcements (PSA's). Such announcements will be
made through the use of on-screen, still-slide projection
advertisements appearing on selected commercial movie theater screens
as part of those theaters' pre-feature programs. The purpose of this
project is to make use of the still-slide pre-feature movie public
service announcement (PSA) medium to address the above stated need for
effective public outreach. Successful public outreach will,
reasonably, result from well placed messages in selected locations
within identified markets. Moreover, as discussed below, maximum
achievement of objectives will result through the use of a message
context calculated to have the greatest likelihood of public exposure
and resulting message absorption. The success of the initiative will at
least partially be measured by the resulting public response to the
Toxic Release Inventory User Support (TRI-US) hotline, as well as the
Envirofacts website -- both established public access resources for
local TRI information. The context in which the TRI message is
presented encompasses a critical component of the overall plan. Context
strategy involves coordinating placement of the subject announcements
in specific theaters showing films with themes involving toxic
chemicals, public health and the environment. Implementing such a
coordination strategy in this way presents an excellent opportunity to
promote public awareness on toxics, human health and Agency
Right-To-Know initiatives. Delineation of Tasks: TASK 1: The contractor
shall produce three full color, quality PSA slides for the screen that
reflect messages and formats to be developed by the EPA TRI program
with direct input and approval from the EPA Project Officer. The slides
shall also contain the following: (a) The TRI-US telephone number; (b)
The Envirofax web page address; (c) The EPA emblem and TRI logo. TASK
2: The contractor shall place the three produced and approved
on-screen PSA's in selected theaters releasing motion pictures with
themes involving toxic chemicals, public health and the environment
within identified markets, as specified by EPA, as part of the
pre-feature program that precedes all the feature films shown on each
of the screens at those theaters during the specified time period.
During the specified time period when the slides shall be shown, each
theater selected to participate in the PSA program shall have at least
one screen showing a film with a theme involving toxic chemicals,
public health and the environment. These slides shall be spaced among
not more than ten other presenters per slide carousel. The spacing
shall result in not less than one exposure every 4.5 minutes during a
15-30 minute pre-feature period prior to the screening of each film.
The distribution of these still-slide PSA's shall be, as discussed
previously, limited and targeted, and be based around the criteria
context of the toxic chemical, public health and environment theme. The
PSA's shall be shown over the course of four (4) consecutive weeks,
coinciding with the opening of the toxic chemical, public health and
environment theme film, in a minimum of 50 theaters before not less
than 270 screens, with a minimum total audience exposure of 1,440,000
and minimum total impressions of 4,500,000. The contractor shall be
able and prepared to show the PSA's in theaters which would reach an
audience from the following communities (Note: this list of communities
is illustrative, not definitive): Baton Rogue, LA; Dearborn, MI;
Reading, PA; Richmond, CA; East Chicago, IL/Gary, IN; Port Arthur, TX;
Camden, NJ; Birmingham, AL; Newark/Jersey City/Elizabeth, NJ; Santa
Clara County, CA. TASK 3: The Contractor shall produce one full-color,
quality PSA for print publication that reflects a message and format
to be developed by the EPA TRI program with direct input and approval
from the EPA Project Officer. The print publication PSA shall also
contain the following: (a) The TRI-US telephone number; (b) The
Envirofax web page address; (c) The EPA emblem and TRI logo. TASK 4:
The contractor shall place the print publication PSA in an advertiser
or pamphlet to be made available to the public in each of the theaters
selected for display of the on-screen still slide PSAs specified in
Tasks 1 and 2 above. The contractor shall assure that said publication
remains available to the public, and in sufficient quantities for all
viewers of the still slide projected PSA's, throughout the entire
contract period. Assumption: The EPA will be given a 50% non-profit
organization discount. TERM: This requirement shall start on the
effective date of the purchase order and extend through January
22,1999. EVALUATION FACTORS: The Government shall evaluate competing
offers on the basis of the following factors, which are listed in order
of descending importance. TECHNICAL: The offers will be evaluated on
the technical merits of the following criteria: (a) Demonstrated
experience in developing quality, creative, attractive full-color
theater screen PSA's and/or advertisements; (b) Access to major movie
theaters across the United States of America which will be releasing a
film with a theme involving toxic chemicals, public health and the
environment; (c) Ability to place the theater screen PSA's in the above
designated markets in appropriate theaters for the designated time
period; (d) Ability to feature the print publication PSA in magazine
advertiser or pamphlet format in each theater selected for still-slide
screen PSA's; (e) Adequacy and appropriateness of cost estimate to
reflect understanding of work required. PAST PERFORMANCE: Provide three
(3) of the most relevant and related references for similar work in
terms of size and scope over the past three years. Provide the
following information: (a) the name and address of the organization for
which services were performed; (b) the current telephone number of a
responsible technical representative of the organization and the
current business contact; (c) the contract number, if applicable; (d)
the type of contract performed; and (e) a brief description of the
services provided, including the length of performance and total dollar
amount. FACTORS: (All subfactors are of equal importance) The
Government will evaluate the merits of each Offeror's past performance
as follows: (a) Quality of product/service; (b) Timeliness of
Performance; (c) Cost Control; (d) Business Relationships; and (e)
Customer (end user) satisfaction. All the factors will be considered
equally and the offeror(s) will receive an overall rating of
Outstanding, Very Good, Acceptable, Marginal or Unacceptable. The
Government may obtain past performance information from the references
indicated in the offeror's proposal, from other customers known to the
Government, and from any other applicable sources having useful and
relevant information. Past performance will be evaluated based on
consideration of all relevant facts and circumstances. Award may be
made from initial offers without discussions. If discussions are held,
offerors selected for discussions will be given the opportunity to
address unfavorable past performance reports. However, prompt
corrective actions in isolated instances may not outweigh overall
negative trends. Should an offeror have no past performance history,
they will receive a neutral score. A neutral score will have no
positive or negative effect on the evaluation results. For copies of
