(RFI) only. No solicitation is available at this time. Firms having
interest in providing these services shall submit company's business
size, a capability statement, including most recent and relevant
experience and points of contact. The capability statement shall also
address past experience with the systems and software listed below.
Responses are due no later than 30 Sept 1998. Required services are as
follows: The contractor shall provide all personnel, equipment, tools,
materials, supervision, and other items and services necessary to
perform 89th Communications Squadron (CS) Software Maintenance Element
at Andrews Air Force Base (AFB), MD. The contractor shall provide
systems technical services and engineering support for specified
software. This support consists of, but is not necessarily limited to,
the following actions: systems development/enhancement, installation
and maintenance; response to user requests and trouble calls; software
engineering, technical solutions, systems testing; and develop,
modify, and maintain systems documentation. The following is the major
systems descriptions: Mystic Star Presidential Communications System.
Mystic Star is a ground communications system for the USAF special air
missions (SAM) fleet. The mission of Mystic Star is to provide high
quality secure voice and data communications to the President, Vice
President, Cabinet Members, Foreign Heads of State, Joint Chiefs of
Staff (JCS), Commanders In Chiefs (CINCs) of operating commands, and
other senior military and government officials while aboard SAM
aircraft anywhere in the world. The Mystic Star network is comprised of
antiquated heterogeneous computer software, telecommunications
equipment, operating systems, and software, mixed with a modern upgrade
to the Remote Switching Unit (RSU) portion of the system. Computer
systems consist of PDP 11/73a, HP 1000s and VAX 11/730s. Four operating
systems are utilized: RTE-6, VMS 3.5, RT 11, and Windows NT. Nine
software languages are used: three versions of Pascal, two versions of
Fortran, three assembly languages, and one preprocessing language. The
system is tied together with contractor-unique networking components:
SITFAA -- Electronic Mail System provides HF radio electronic mail
capabilities for the Chief-of-Staff to communicate with his/her
counterparts from 18 North, Central, and South American countries. This
system runs on PCs connected via modem and provides an electronic
bulletin board function where users can send and receive mail messages.
