20894 U -- DEVELOP TRAINING MODEL CURRICULUM SOL NLM 98-114/LTN DUE 093098
POC Liem T. Nguyen, Contract Specialist, 301-496-6546, Karen D. Riggs,
Contracting Officer, 301-496-6127 The National Library of Medicine
(NLM) intends to fund follow-on work performed by the SPRY Foundation,
10 G Street N.E., Suite 600, Washington, DC 20002, to further extend
and refine the testing and development of a curriculum to teach older
adults how to use the Internet/www to access quality health
information. The SPRY Foundation has completed previous work in this
area for NLM. The SPRY Foundation has developed a methodology and
tested elements of a model curriculum, as well as developed a training
program for trainers which has had preliminary trials in 20 sites
around the U.S. These new activities will build on the outcome of these
previous activities. In the follow-on work, NLM is requiring the vendor
to use its technical and field experience to further develop the
curriculum as follows: 1) to analyze the field results of the training
materials which were tested in the Train the Trainers program and
identify key components to be included in a formalized curriculum; 2)
initiate development of a Training Curriculum organized into four
levels of competence [i.e. Beginner Student, Intermediate Student,
Advanced Student, and Trainers level] designed to be used to train
older adults how to use the Internet/www to access quality health
information; 3) design a Screening Tool to assess an adult student's
level of computer/Internet competence prior to participating in the
training program. All documents will be completed by the SPRY
Foundation in print form. However, they will be designed in such a way
that they can be easily placed into a html format, for possible future
conversion of the curriculum onto the Internet/www. The final products
are due to be completed and provided to the NLM Program Officer by
February, 1999. Following an internal NLM review and approval of the
curriculum, SPRY will have the curriculum presented and reviewed by the
participants at a special session during the March 25-26, 1999
conference at NIH entitled: "Old Adults/Health Information/and the
World Wide Web. The SPRY Foundation is the only source who can
successfully meet the following requirements within the required time
schedule. Any other source would have to duplicate the effort already
made by The SPRY Foundation. This is a sole source acquisition. This is
not a Request for Quotations (RFQ) nor is an RFQ available. *****
