4495856 The principle features of this project shall include but not be
limited to stablizing the foundation of 100 linear feet of an existing
sea wall and one stair. Work involves providing all labor, equipment
and material to grout the existing sandy foundation, in place using low
pressure permeation grouting technique with microfine portland cement.
This technique will replace the voids between the existing sand
particles with cement, without displacing the existing sand particles
and minimize the potential for the sea to erode the existing sand and
undermine the wall. Work shall be done in strict accordance with
Drawing No. 90/263, sheets 1 and 2, inclusive and accompanying
technical provisions, 16 pages. All work will require the contractor to
furnish all plant, labor, equipment, equipment and materials and
perform all operations with the correct equipment and tools complete.
NOTE: Contractor shall perform at least 45% of the work with his/her
own work force. Due to Hawaii's Unemployment Rate is above theNational
Unemployment Rate: The Contractor shall employ for the purposes of
performing that portion of the contract work in the State of Hawaii,
Individuals who are residents of the State of Hawaii, and who, in the
case of any craft or trade, possess or would be able to acquire
promptly the necessary skills to perform the contract. A site visit is
scheduled for 17 September 1998, at 9:30 AM. All prospective offerors
shall meet at the front gate at Bellows Air Force Station no later
then 15 minutes before the scheduled site visit. You will be escorted
to the site by Government Representatives. The solicitation packages
will be given at the scheduled site visit. This solicitation will be
issued in compliance with Public Law 100-656, Business Opportunity
Development Program Act of 1998, establishing a test of unrestricted
competition. The estimated cost of construction is between $25,000.00
